This Program Manager (Plans and Operations) position is with U.S. Army Test and Evaluation Command (Department of the Army) in Fort Huachuca, AZ. About the Position: This announcement is for a Program Manager (Plans and Operations) and is located at the U.S. Army Operational Evaluation Command in the Intelligence Electronic Warfare Directorate with a duty location of Fort Huachuca, Arizona. Key duties: • Leads operational planning and coordinates test requirements with ATEC, HQDA, ASA(ALT), AMC, TACOM, and other commands to support Army and multiservice test programs. • Develops policies and manages Directorate current operations, overseeing conferences, events, taskings, and maintaining operational data repositories for timely analysis. • Plans, allocates resources, and manages long-range test programs, directing outline test plans, participation, and test engineering coordination to meet objectives. • Supervises and evaluates staff, assigning work, resolving disciplinary issues, identifying training needs, and implementing long-range staffing and performance standards. One year of specialized experience which includes: 1) Coordinating test requirements and/or supporting operational test and evaluation programs; and 2) Preparing plans, allocating resources, and/or managing teams to improve test and evaluation planning, execution, and/or evaluation; and 3) Directing preparation of test plans, managing long-range test programs, and/or formulating organizational strategies to utilize resources. This definition of specialized experience is typical of work performed at the next lower pay band/ grade level position in the federal service (NH-03/ GS-13). Some federal jobs allow you to substitute your education for the required specialized experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
