This Program Specialist (Event Manager) position is with Veterans Health Administration (Department of Veterans Affairs) in Phoenix, AZ.
The primary purpose of the position is to serve as an Event Manager and to support the Veteran Health Administration (VHA) Chief of Learning Officer by assuring that all all education projects, program, and events are developed, organized, planned and conducted efficiently and economically within federal, DVA, VHA, ILEAD guidelines.
Key duties:
• Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. MAJOR DUTIES: Schedules, designs, plans, and makes arrangements for national and regional events that require the development of new event plans, such as a conference covering a new education/training module/topic related to a DVA/VHA mission area. Determines necessary logistical requirements, and ensures all necessary logistical arrangements are made. Develops a long-range calendar of national and regional events and coordinates with appropriate DVA/VHA and/or outside contacts for site selection and meeting room assignments. Develops and manages multiple program and event checklists, including deadlines; and ensures chat all requirements are met. Makes arrangements to meet logistical needs including scheduling/coordination of meeting places, room set-up, decorations, and audio/visual equipment including Internet, light and sound equipment or other requested .technology components, such as video conferencing and audience response systems, food and beverage services, signage, security, transportation, and services for the disabled. Conducts a site walk-through with interested parties to coordinate the necessary details to ensure the success of scheduled meetings and events. Identifies and recommends procurement actions for services, equipment and supplies used to support food service and special events programs. Qualifications:
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/26/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-11 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience and/or education as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade (GS-09 for the GS-11 position and GS-11 for the GS-12 position) in the normal line of progression for the occupation in the organization. GS-11 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-09 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Administering contracts to ensure compliance with negotiated terms, regulations, and policies; Providing technical, administrative, or logistical support related to the planning or execution of conferences, trainings, or events; Preparing budget estimates. OR Education: PhD or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related OR Combination - Applicants may also combine education and experience to qualify at this level. You must have a combination of specialized experience and education beyond master's or equivalent degree or 2 full years of progressively higher level graduate education leading to such a degree. GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include but are not limited to: Perform budgeting concepts and procedures as they apply to event management with emphasis on developing accurate budget estimates and the budget aspects of contracting; Review invoices for accuracy and reconcile all charges with the prescribed time frame. Obligate funds prior to date of the event; Provide technical/administrative support to others responsible for planning for all aspects of the conference within the amount allocated; and determine necessary logistical requirements, and ensured all necessary logistical arrangements were made for the events. .There is no educational substitution at grade level GS-12. Physical Requirements: The ability to handle high levels of stress and conflicting priorities is required because the incumbent works individuals at various high levels within and outside the organization and must work multiple events simultaneously.
