Program Specialist

This Program Specialist position is with Veterans Health Administration (Department of Veterans Affairs) in Phoenix, AZ. The incumbent serves as a project manager and Source Selection Evaluation Board (SSEB) chairperson administering implementation and completion of acquisition actions, including contract modifications and other special projects for the employing organization. Key duties: • Serves as project manager for the overall management, control, coordination, and execution of specified projects for acquisitions and other elements of the wider employing organization. Plans, directs, coordinates, sets up, and reports acquisition and contract modification projects. Serves on acquisition integrated product teams (IPTs) and as a SSEB chairperson leading acquisition source selection teams. Conducts analyses of business systems to help determine nature of requirements, logical work and information flows, and track execution of programmatic objectives for short- and long-range contracting plans. Determines the number of personnel required to successfully accomplish acquisition project requirements; provides proposals, cost estimates, and updated schedules; and prioritizes project objectives and measures progress toward effectively and economically reaching them. Identifies actual or potential problem areas with current projects and solves them. Work Schedule: 8am-4:30pm Telework: This position may be authorized for telework. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experienceas described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Ability to exercise expert knowledge of overall managerial objectives to coordinate acquisitions and contract modification project management efforts of government and civilian entities involved in community care contract support. Experience employing ingenuity and originality in developing and recommending new or improved techniques and data sources for obtaining effective results and overcoming unusual problems where guidelines and precedents are lacking. Ability to perform analysis of interrelated issues that involves input and coordination from multiple sources, administrative as well as professional, throughout the Veterans Health Administration as well as outside the organization. .
