Safety and Occupational Health Specialist

This Safety and Occupational Health Specialist position is with Federal Aviation Administration (Department of Transportation) in Flagstaff, AZ. Serves as an Occupational Safety and Health Specialist (OSHS) for the Flight Standards (FS) Organization with overall responsibility for compliance with federal, state and local Occupational Safety and Health regulations. Incumbent reports to FS Foundational Business, FS Programs Branch. Key duties: • Performs multiple, and varying assignments under the limited direction of a manager, program manager, or more experienced professional. Resolves most problems and work issues without the assistance of a manager, project/program manager, team leader, or more experienced professional. Analyzes jobs, processes, products, or other systems to determine the risks to employees. Recommends modifications to workplaces to control or eliminate hazards. Inspects or surveys workplaces for compliance with established safety and occupational health policies or standards and to identify potential new hazards. Conducts occupational safety evaluation of hazardous conditions and develops, recommends and assists with implementing abatement plans. Applies experience and advanced knowledge applicable to his/her discipline to plan and accomplish assignments. Assignments may require knowledge and experience working across functional and/or organizational lines. Typical assignments may include tracking and analyzing data to ensure compliance with policies and procedures; providing guidance to less-experienced professionals in day-to-day operations; identifying, analyzing, and recommending solutions for complex/difficult problems; and recommending improvements to systems and processes. Demonstrates considerable independence in planning time and helping managers or program managers to plan and use assigned resources to accomplish projects/programs/activities. May identify and request additional resources, as needed. Assists in providing scopes of work for contract resources required to implement specific aspects of EOSH program operations. Contacts typically are internal and external, with regular contacts among major subdivisions and LOB's/SA's, customers, and other external parties to share information about the FAA and explain the applications of policies and procedures. Policies/procedures provide guidance for most assignments but allow considerable discretion for employee to select the most appropriate approach(es) or recommend new approaches. Assignments often require reviews of policies and precedents under the limited guidance of a manager or other employee. Work is reviewed periodically, typically at major milestones and at completion, for policy compliance and alignment with the requirements of projects and/or other work activities. Work activities typically support and may be vital to the success of projects and/or activities for one or more organizational units, major subdivisions, and/or LOB/SOs. Qualifications: To view the complete OPM qualification standard for the Group Coverage Qualification Standard for Safety and Occupational Health Management Series 0018, please refer to: Safety and Occupational Health Management Series 0018 (opm.gov) Education: Undergraduate and Graduate Education: Major study -- safety or occupational health fields (safety, occupational health, industrial hygiene), or degree in other related fields that included or was supplemented by at least 24 semester hours of study from among the following (or closely related) disciplines: safety, occupational health, industrial hygiene, occupational medicine, toxicology, public health, mathematics, physics, chemistry, biological sciences, engineering, and industrial psychology. To qualify for this position at the FV-H level you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-G, FG/GS 10/11. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized Experience is: Experience managing and administering workplace safety or occupational health programs (OSH) within an aviation operational environment, which includes developing or recommending safety and occupational health policy or designing or modifying processes or other systems to control or eliminate hazards. Experience applying occupational safety and health standards (OSH) to do any of the following: identify hazards, perform safety risk assessments, and develop Job Safety Analyses (JSA), or Safety Hazard Analysis (SHA), or prepare hazard abatement plans. Experience as a primary advisor or Subject Matter Expert (SME) on Occupational Safety and Health (OSH) matters and committees, such as a Compliance Committees or OSHECCOMs. Qualifications must be met by the closing date of this vacancy announcement.
