Supervisory Aviation Safety Inspector (Rotorcraft-Helicopter)

This Supervisory Aviation Safety Inspector (Rotorcraft-Helicopter) position is with Federal Aviation Administration (Department of Transportation) in Buckeye, AZ. This position serves as a Supervisory Aviation Safety Inspector (Rotorcraft-Helicopter) in AFS-800 who will manage a Flight Standards organization and direct the work of multiple organizational units and subordinate employees. This position may be filled as a Front-Line or Middle Manager Key duties: • Will report to the applicable manager of the assigned organization and will execute the agency's aviation safety mission, communicate and build change coalitions; seek out opportunities to support change across the organization; and employ best practices for sponsoring change and manage resistance. Responsible for aviation safety activities in a complex and dynamic air carrier and/or general aviation environment that includes experience in Rotorcraft-Helicopter. Applies advanced knowledge of the technical aspects of the work directed and ensures the promotion of the highest level of safety compliance with regulatory standards while utilizing transparency of data exchange that includes the identification of hazards and management of risk. Manages and sets clear performance standards that promote accountability, a sense of individual responsibility, professionalism, and pride for organizational performance to subordinates. Responsible for the leadership, planning, prioritizing, direction, communication, tasking, training, and scheduling of work. Responsible for time and attendance, leave approval, performance evaluation, corrective and disciplinary actions, and setting front line office goals and objectives. Supports effective problem solving by ensuring subordinates are accountable to address challenges and barriers and are clear about roles and responsibilities for decision-making. Confirms active collaboration occurs beyond the organization and that solutions fully consider and represent all relevant perspectives/interests. Models creative thinking and innovation. Delegates work and empower subordinates to decentralize decision-making. Confirms subordinates take on expected work and produce intended results with minimal intervention. Applies advanced knowledge of budget, human resource management, and other administrative policies and procedures, and an advanced understanding of the objectives of the major subdivision. Makes effective resourcing decisions across several work teams; making certain they deliver expected output within required time frame and budget. Adjusts resourcing plans as needed to meet changing work conditions. Defines, plans, and organizes assigned budget, staff and other resources to accomplish objectives for more than one organizational team. Resolves all but unique problems without the intervention of higher-level management. Holds subordinates accountable for maintaining mutually productive partnerships with stakeholders as demonstrated by productive conflict and effective action taking to address issues impeding effectiveness. Meets with stakeholders regularly to identify potential impediments to team and organizational effectiveness. Works as a member of a leadership team and contributes to problem-solving beyond own function. Effectively aligns with other managers on organizational initiatives, strategies, and goals; testing for alignment with overarching business needs and ensures the team maintains shared accountability to commitments and agreements. Contacts are primarily within the organization, major subdivision and with the LOB/SO and higher-level management. Oversees aviation safety program functions that require access to classified information and systems up to the secret level. Attends meetings with executive leadership on topics that are sensitive or contain classified information. Demonstrates leadership and commitment to the FAA model EEO program. Qualifications: To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to FV-J, FG/GS-14 grade level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized experience includes extensive participation in certification, inspection, and surveillance as it relates to Rotorcraft-Helicopter. Experience developing and interpreting FAA regulations, policy and guidance directly related to the operation of aircraft and aircraft systems. Specific examples are Regulations, Advisory Circulars, Orders, Policy Memorandums, Notices, Safety Alerts for Operators (SAFO), Legal Interpretations, Policy Interpretations that have broad, national, or international application. Experience monitoring and evaluating programs for compliance with regulations and standards related to aviation safety. Experience with the federal laws, regulations, and policies affecting aviation safety and the work directed. Experience applying the highest level of safety compliance with regulatory standards which includes the identification of hazards and management of risk. Qualifications must be met by the closing date of this vacancy announcement. General Requirements for All Positions: 1. Not more than two separate incidents involving Federal aviation regulations violations in the last 5 years; 2. Valid State driver's license; 3. Fluency in the English language; 4. No chemical dependencies or drug abuse that could interfere with job performance; and 5. High school diploma or equivalent. Medical Requirements for All Positions: Applicants must be physically able to perform the duties of the Aviation Safety Inspector position in a safe and efficient manner, with or without a reasonable accommodation. The minimum medical requirements include the following requirements: 1. Have good distant vision in each eye and be able to read, without strain, printed materials the size of typewritten characters (glasses and contact lenses permitted); 2. Have the ability to hear the conversational voice (hearing aid permitted); and 3. Not have any physical condition that would cause them to be a hazard to themselves or others that would interfere with their ability to fly as passengers in a variety of aircraft. In addition, applicants for positions that require participation in the operation of the aircraft must: 1. Possess a valid second-class medical certificate in accordance with FAA regulations; and 2. Pass recurrent medical examinations as prescribed by the FAA. Applicants not requiring valid second-class medical certificates who are tentatively selected will be required to: 1. Provide documentation from a board-certified physician certifying that they meet the minimal medical requirements; or 2. Individuals who do not meet the minimum medical requirements, but who are otherwise qualified will receive an individualized assessment to determine whether they can perform the essential functions of the position. In addition to meeting the basic and medical requirements, When the predominant work involves Rotorcraft-Helicopter, applicants for Aviation Safety Inspector (Rotorcraft Helicopter) positions must meet all of the following requirements: a. Must hold an Airline Transport Pilot Certificate with a Rotorcraft-Helicopter rating or a Commercial Pilot Certificate with a Rotorcraft-Helicopter rating and Instrument-Helicopter rating. b. Must hold a valid, unexpired Flight Instructor Certificate with Rotorcraft-Helicopter rating and Instrument Helicopter rating. c. Minimum 1,500 total flight hours in an aircraft as pilot-in-command or second-in-command, 1,000 hours of which must be in helicopters. d. Must have given a minimum of 200 hours of flight instruction in a helicopter. e. Minimum 100 flight hours in helicopters as pilot-in-command or second-in-command or 100 hours as pilot in a Level D Simulator that replicates a helicopter, or any combination thereof, during the last five (5) years. f. Not more than two (2) flying accidents in the last five (5) years in which the applicant's pilot error was involved. Note- Recency of experience is waived for applicants currently in the 1825 series.
