Supervisory Compliance Officer (Director)

This Supervisory Compliance Officer (Director) position is with Agricultural Marketing Service (Department of Agriculture) in Phoenix, AZ. In this position you will be responsible for developing regulations relating to compliance activities; evaluating fees barged for official services provided by delegated/designated states and private agencies under the United States Grain Standards Act and by state cooperators under the Agricultural Marketing Act for fair and reasonable pricing; and coordinating requests for program personnel to appear in judicial and administrative proceedings. Key duties: • The duties may include, but are not limited to: • Provides executive leadership; management, direction, and coordination of all Division programs, including headquarters and satellite office activities. • Reviews, interprets, and evaluates the impact of regulatory changes on existing programs. • Oversees the quality assurance program of field offices, States, and official agencies, reviewing and interpreting results and implementing changes when needed. • Provides executive leadership, management, and direction to Division Staff for integrating support programs, and activities at the Division Level. • Directs responses to internal Agency audits and takes appropriate actions to correct program deficiencies. • Provides official interpretations and assistance regarding the application of U.S. Grain Standards Act, and Agricultural Marketing Act regulations and directives. • Provides expert level advice concerning compliance and quality assurance activities. Qualifications: Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-15 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Providing customer assistance by identifying issues, conducting fact finding and/or providing courses of action for resolution. Providing guidance regarding Agricultural products to trade industry groups, inspection and weighing groups, State departments of agriculture, and other agencies and offices regarding compliance policies and practices. Providing official interpretations and assistance regarding the application of U.S. Grain Standards Act, and Agricultural Marketing Act regulations and directives.; Note: There is no education substitution for this grade level.
