This Supervisory Compliance Specialist position is with Animal and Plant Health Inspection Service (Department of Agriculture) in Phoenix, AZ.
As the Supervisory Compliance Specialist, you will serve as a senior technical and supervisory authority responsible for assisting the CAS Director in the planning, development, implementation, coordination, evaluation, and oversight of a nationwide compliance program supporting the Animal Welfare Act (AWA) and Horse Protection Act (HPA).
Key duties:
• The duties may include, but are not limited to:
• Provides direct supervision and administrative oversight to a staff of Compliance Specialists, including establishing performance expectations, evaluating performance, identifying training needs, and supporting employee development.
• Plans, directs, coordinates, and evaluates a nationwide compliance program that supports the Animal Welfare and Horse Protection Acts.
• Monitor and evaluates nationwide compliance activities to ensure consistency, effectiveness in addressing problem areas, technical accuracy, and adherence to established laws, regulations, policies, directives, and standard operating procedures.
• Evaluates complex, sensitive, or high-profile compliance matters involving individuals and entities engaged in AWA-covered activities, HPA-covered events and activities, or emerging animal welfare concerns.
• Manages the development of data-driven approaches to compliance, including analysis of, inspection outcomes, licensing patterns, and other information to identify areas requiring additional outreach, clarification, or referrals for enforcement.
• Provide oversight and direction regarding searches for unlicensed activities and other proactive compliance initiatives designed to identify regulated entities operating outside statutory or regulatory requirements.
• Advise leadership on the potential programmatic, operational, reputational, and legal impacts associated with significant compliance issues, emerging trends, and stakeholder concerns.
Qualifications:
Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement including time-in-grade restrictions, specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. FOR THE GS-13 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-12 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Knowledge and application of the Animal Welfare Act, Horse Protection Act in relation to compliance and animal welfare inspections. Experience with communicating with internal and external stakeholders regarding changes in policy, laws, and regulations. Expertise in management and analysis of various animal care licensing programs and supporting pre-licensing activities. Note: There is no education substitution for this grade level. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
