Key duties:
• General Manager Duties: As a Front Line Manager you will: Plan work to be accomplished by subordinates, sets and adjusts short-term priorities and prepares schedules for completion of work. Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluate work performance of subordinates and makes recommendations for outstanding performance recognition and/or disciplinary action. Give advice, counsel or instruction to employees on work and administrative matters. Interview candidates for positions within the organization/unit and recommend appointment, promotion or reassignment to such positions. Hear and resolve complaints from employees, refer group grievances and/or more serious unresolved complaints as appropriate. Effect minor disciplinary measures, such as warnings and reprimands, recommend other actions in more serious cases. Identify developmental and training needs of employees, providing or arranging for needed development and training. Initiate ways to improve production, work processes and/or to increase the quality of the work directed. The following are the job specific duties of this position. You will have the opportunity to learn to perform these duties and receive training to help you grow in this position. The incumbent is responsible for overseeing all functions of LB&I's budget. This entails coordinating and executing service-wide financial plans along with labor and non-labor costings. In addition, the incumbent monitors, analyzes, and evaluates resource utilization for the financial plan and provides technical guidance and assistance relative to budgetary matters. In concert with the Director, Finance, the incumbent coordinates budgetary matters with other Internal Revenue Service functions to keep abreast of practices, policies, and procedures which relate to LB&I's budget. The incumbent oversees a staff that is responsible for formulating, coordinating, monitoring, evaluating, and reconciling major operating program budgets and labor and non-labor resources for the division. Conducts in-depth analysis of program assignments and prepares reports and briefing papers for top-level management. The incumbent identifies operational deficiencies in LB&I programs, initiates corrective actions, and participates in program assistance for LB&I offices. In addition, he/she conducts reviews to identify effectiveness of program execution through analysis of management information. QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below: SPECIALIZED EXPERIENCE: You must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualified for this position your experience must include: Experience reviewing daily budget and financial reports to identify funding risks, including insufficient funds, and resolving or elevating identified funding issues to support continued budget execution. Experience formulating, coordinating, monitoring, evaluating, and reconciling operating budgets, labor resources, and non-labor resources throughout the budget formulation and execution process. Experience interpreting and applying Federal budget laws, regulations, Executive Orders, Office of Management and Budget (OMB) circulars, Treasury guidance, and agency budget policies to support budget planning, execution, and financial management activities. Experience analyzing budget estimates, financial plans, resource utilization, expenditures, staffing requirements, and financial reports to identify funding issues, reconcile resource requirements, and support budget recommendations. Experience preparing budget submissions, financial plans, budget justifications, briefing papers, reports, and other supporting documentation used for executive-level budget decisions. Experience coordinating budget activities with organizational stakeholders to develop financial plans, resolve budget issues, support resource allocation decisions, and implement budget priorities. Experience using automated financial management systems and financial reporting tools to develop, maintain, reconcile, and report budget and financial information. Experience evaluating budget execution, financial operations, resource utilization, and program expenditures to identify operational deficiencies, recommend corrective actions, and support financial planning decisions.
