A description of the business units can be found at: https://www.jobs.irs.gov/about/who/business-divisions Position(s) are to be filled in following area(s): PRVCY - Government Liaison-Disclosure and Safeguards - This job (or announcement) is open to current permanent IRS competitive service employees in Prvy Govt Liaison Discl business units REVIEW THE ADDITIONAL INFORMATION BELOW FOR FURTHER DETAILS Key duties: • General Manager Duties: As a Senior Manager you will: Exercise delegated managerial authority to oversee the overall planning, directing and timely execution of a program, several program segments (each of which is managed through separate subordinate organizational units), or comparable staff functions, including development, assignment, and higher level clearance of goals and objectives for supervisors or managers of subordinate organizational unit or lower organizational levels. Approve multi year and longer range work plans developed by the supervisors or managers of subordinate organizational units and subsequently manage the overall work to enhance achievement of the goals and objectives. Oversee the revision of long range plans, goals and objectives for the work directed. Manage the development of policy changes in response to changes in levels of appropriations or other legislated changes. Manage organizational changes throughout the organization directed or major change to the structure and content of the program or program segments directed. Exercise discretionary authority to approve the allocation and distribution of funds in the organizations budget. The following are the job specific duties of this position. You will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Provides leadership to local GLDS staffs and serves as top-level management advisor on complex issues. In conjunction with the other Disclosure Area Manager, resolves joint-GLDS issues. In the context of their respective division, represents the GLDS Director in contacts with IRS and state government officials, representatives of other agencies and non-governmental organizations, and on various committees and task forces as needed. Where delegated authority, commits programs and functions under the purview of the Chief Privacy Officer to a particular course of action. Stays abreast of a broad range of developments, policy considerations, and legislative proposals. Prepares reports and briefing papers for the GLDS Director and other high-level executives. Prepares presentations or reports which are delivered by the GLDS Director and the Chief Privacy Officer to a variety of high-ranking government officials, non-government organizations, Congress, and other organizations. May attend these meetings to provide advice and counsel. Submits recommendations in the formulation of policy, develops program plans, issues directives and instructions, and recommends improvements of the effectiveness of GLDS organizations. Determines impact on resources, effectiveness, and compliance with established goals and objectives. Ensures necessary corrective measures are taken. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. SPECIALIZED EXPERIENCE IR-01: To be minimally qualified for this position you must have at least one (1) year of specialized experience equivalent to the next lower level payband or GS grade in the normal line of progression. Specialized experience would include one year of substantive supervisory or program management experience at the GS-13 or GS-14 level or equivalent level manager or comparable management or leadership experiences outside of Federal service. To be qualifying for this position your experience should be sufficient to demonstrate: Experience developing recommendations or alternate proposals on a wide range of complex management and guidance issues and presenting them to all levels of management. Experience planning, directing, and evaluating work of subordinate managers, employees, and/or others. Experience with project and program management including developing program plans, issuing directives and instructions, and evaluating the effectiveness of privacy organizations; determining impact on resources, effectiveness, and compliance with established goals and objectives. Experience applying budget and fiscal methods used in establishing and maintaining an organization within budgetary guidelines.
