This Supervisory Health System Specialist within the Office of Academic Affiliations provides expert analytical and information system support to VHA leaders at all levels, including design and management of national data tools, applications, and reporting solutions. The incumbent oversees the development and implementation of innovative data systems and products, evaluates and enhances information delivery, and serves as a resource and advisor on VHA data, technology, and management processes.
Key duties:
• Major Duties: Serves as a subject-matter resource in VHA data systems, management information tools, and information-delivery technologies, supporting broad program and policy needs. Oversees total quality management for all information products, ensuring technical integrity, accountability, and alignment with long-range strategic goals. Evaluates organizational data and systems, recommending improvements to information collection, analytical processes, and workflow efficiency to support organizational change and optimization. Participates on cross-functional teams addressing VHA policy, operational processes, academic affiliations, and clinical training priorities. Designs and develops national-level tools and knowledge products-including surveys, databases, reporting solutions, and enterprise applications-to support nationwide program oversight and decision-making. Leads development, maintenance, and oversight of data reporting systems and database applications, including Internet-based and Windows-based solutions, ensuring accuracy and reliability of technical output. Qualifications:
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 08/21/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to former Federal employees applying for reinstatement as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. This series requires an IOR (Individual Occupational Requirement) : Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR You may qualify based on your Specialized Experience as described below: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: 1) Develop and implement project plans by defining required resources, aligning schedules, coordinating tasks across organizational units, monitoring performance and costs, and ensuring successful delivery of project outcomes. 2) Knowledge of the principles, procedures, and tools of data management, such as modeling techniques, data backup, data recovery, data dictionaries, data warehousing, data mining, data disposal, and data standardization processes. 3) Demonstrate strong knowledge of core data-management principles, including modeling techniques, data backup and recovery processes, data dictionaries, warehousing, mining, disposal, and standardization methods. 4) Identify potential obstacles, generate and compare alternatives, assess risks, and select the most appropriate solution to reach sound conclusions or resolve problems. Preferred Experience-knowledge in using Telerik UI for ASP.Net Core and ASP.Net AJEX software suite, as well as TOAD for SQL Data Modeling software suite.
