This Supervisory Health System Specialist (VISN Operation Center Director) position is with Veterans Health Administration (Department of Veterans Affairs) in Phoenix, AZ. The position serves as the Director of the VISN Operations Center within new VISN 2, a principal executive responsible for direct oversight and authoritative decision-making of VISN-wide operations and resources at the VHA level. This role is situated within the VHA Office at agency headquarters, providing immediate access to, and collaboration with, agency-level decision makers. Key duties: • Oversee administrative functions for the VISN Operations Center and exercises executive authority for all VISN operational activities, including direct oversight and allocation of resources for Health Service Areas, direct management of communications and policy implementation from VA headquarters, and serving as the singular agency-level point of contact for all VISN operations from the Network Director. Advise executives throughout the VISN on administrative processes, management of suspense coordination clearance management by VISN and HSA Executives, guidance, and regulatory requirements from agencies such as the Office of Inspector General, and exercises final approval authority on al operational directives, policies, and compliance with statutory and regulatory requirements from oversight agencies (e.g. Office of Inspector General, GAO, Joint Commission). Participate as a key member in VISN, HSA and VHA committees, acting as the Network Director's executive representative for administrative operations, strategic alignment, customer service, and quality patient care. Develop and prepare special or recurring reports and studies for the Under Secretary of Health, Network Director, Deputy Network Director, and other senior agency executives, ensuring direct transmission of data and analysis without intermediary review Work Schedule: To be determined. Qualifications: To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/13/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Provides executive leaders with performance evaluation, including delivering clear performance expectations and, when applicable, corrective action, Independently initiates, directs, and concludes special projects and operational initiatives at the request of, or in the absence of, the Deputy Network Director (SES), Directs and leads collaboration and integration with all major VA organizational entities, including the Medical Operations Center, Business Operations Center, and VA Headquarters, at the executive level, Coordinate cross-program projects, establish collaborations with top agency stakeholders, and independently direct the implementation and execution of special projects and initiatives on behalf of the Network Director and Deputy Network Director, and Direct administrative plans and teams to implement directives, address concerns, and solve VISN-wide issues, with final authority to interpret, adapt, and promulgate policy and operational changes necessary to accomplish Network and agency objectives. In addition to the specialized experience above, you must also meet the individual occupational requirement below: Undergraduate and Graduate Education: Major study -- hospital administration, public health administration, or related fields such as business or public administration with course work in health care administration. OR Specialized Experience (for positions above GS-5): Progressively responsible analytical or administrative, or clinical management or supervisory experience in the health care field. This work may have been performed in an operating health care facility or a higher organizational echelon with advisory or directional authority over such facilities. Work must have involved a close working relationship with facility managers and analysis and/or coordination of administrative, clinical, or other service activities, and provided knowledge of the following: Missions, organizations, programs, and requirements of health care delivery systems; Regulations and standards of various regulatory and credentialing groups; and Government-wide, agency, and facility systems and requirements in various administrative areas such as budget, personnel, and procurement. Special Provision for Inservice Placement: Successful completion of an agency-sponsored on-the-job training program may be substituted for qualifying experience, provided it included a formal individualized training plan. Such a training program must have been conducted in an operating health care system and included: Assignments providing a knowledge of basic health system administration philosophies, practices, and procedures, and basic government administrative policies and requirements; Practical assignments providing an opportunity to apply health system administration skills and principles (as the individual progresses, work assignments must be characteristic of the grade level to which he or she is assigned); and Oversight by an experienced health system administrator with periodic evaluation of the individual's progress and appropriate adjustment of the training program. Applicants will be required to complete a Supervisory Situational Judgment Test (SSJT) as part of the assessment process for this position. The SSJT evaluates judgment and decision-making skills that align with relevant competencies, organizational values, and best practices. Assessment results may be used as part of the evaluation, ranking and referral process. This is not a timed test, however, the assessment is expected to take approximately 45 minutes or less to complete. The assessment for this application does not include a cut score for a minimum level of required proficiency in these critical general competencies. However, you must answer each item in the assessment. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: A full year of work is considered to be 35-40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
