Supervisory Housing Management Specialist

This Supervisory Housing Management Specialist position is with United States Army Installation Management Command (Department of the Army) in Fort Huachuca, AZ. This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for Certain Personnel of the DoD Workforce to recruit and appoint qualified candidates to positions in the competitive service. About the Position: Serves as a Supervisory Housing Management Specialist within the Directorate of Public Works, Housing Division, Fort Huachuca, AZ. Key duties: • Responsible for the broad management functions associated with the planning, management, administration, coordination and implementation of the housing management programs. • Directs the work of Housing office employees, plans and distributes work, sets priorities, and controls work accomplishment. • Inspects and evaluates community rental property against safety and habitability criteria to qualify properties for the housing referral program. • Conducts Basic Allowance for Housing (BAH) data collection and reports submission. • Analyze and prepare statistical data for a variety of reports. • Serves as the organizational representative at installation-level meetings and at various conferences with local, federal, state and legal organizations to address community housing policies, trends and joint initiatives. • Serve as the Contracting Officer Representative (COR), responsible for management oversight. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Specialized Experience: One year of specialized experience which includes: 1) Developing, implementing or analyzing Unaccompanied Housing policies, procedures and work plans; (2) Evaluating management, maintenance and operation of Unaccompanied Housing; and (3) Preparing, analyzing, presenting and briefing reports. This definition of specialized experience is typical of work performed at the second lower grade/level position in the federal service (GS-09). OR Education: Ph.D or equivalent doctoral degree or 3 full years of progressively higher level graduate education leading to such a degree in a field which demonstrates the knowledge, skills, and abilities necessary to do the work of the position, such as: Housing Management and/or Facility Management. OR Combination of Education and Experience: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. To compute the percentage of the requirements, divide your total months of experience by 12. Then divide the total number of completed graduate semester hours (or equivalent) beyond the second year (total graduate semester hours minus 36) by 18. Add the two percentages.
