This Supervisory Human Resources Specialist (Classification) position is with Office of the Chief Human Capital Officer (Department of Veterans Affairs) in Phoenix, AZ.
This is a Detail Not to Exceed One Year, however, the detail may be made permanent without additional competition. This position is located in the Department of Veterans Affairs, Central Office (VACO) Human Resources Service Center (HRSC) that focuses on the establishment and transition of human capital services for VACO staff offices from the Veterans Health, Veterans Benefits, and National Cemetery Administrations.
Key duties:
• This is a Detail Not to Exceed One Year, however, the detail may be made permanent without additional competition. This position directs the Classification and Position Management programs for the HRSC. Provides consultation and advisory assistance to the Program Manager of the HRSC as well as Staff Office customers in the areas of classification, position management, and the Fair Labor Standards Act. Major Duties include but are not limited to: Plans, organizes, coordinates and reviews program activities to assist management in the day-to-day and long-term classification and position management needs of VACO Staff Offices. The AD serves as a senior advisor and consultant to VACO senior leadership and executives on the proper classification of positions. Ensures clear understanding by subordinates in applying OPM Classification Standards and sound position management principles. Assignments include providing advice, expertise, methodologies, and problem-solving assistance to client/customers within and outside the agency and work with clients and customers to assists their needs, provide information or assistance, and assistance in resolving customer questions. Provides Staff Office managers and HR staff with information and interpretations of OPM and VA classification policies, procedures and guidelines, when the issues addressed require substantial interpretation, there is potential for controversy, or the issue involves more than one area of HR policy. Plans work to be accomplished by subordinates including detailees and contractors, sets and adjusts priorities, and prepares schedules for completion of work; assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees; evaluates work performance of employees; provides advice, counsel, or instruction to employees on work and administrative matters; interviews candidates for positions; hears and resolves complaints from employees; effects disciplinary measures; identifies developmental and training needs of employees, provides and/or arranges for needed development and training; finds ways to improve production and increase the quality of the work directed; and develops performance standards. Work Schedule: Monday - Friday, 8:00am - 4:30pm Compressed/Flexible: May be available at Manager's discretion. Telework: May be authorized in accordance with agency policy. Return to Office (RTO): RTO mandates are in affect and selectees will be required to report to in person work unless they have an approved exemption already in place. Virtual: This position may be authorized for Virtual Work. Qualifications:
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/13/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Note: Time-In-Grade requirements also apply to some former Federal employees applying for reinstatement, as well as current employees applying for Veterans Employment Opportunities Act of 1998 (VEOA) appointment. The BASIC REQUIREMENT for the HR Specialist GS-0201 series is presumed met if found qualified at the GS-0201-7 level and above. To qualify for this position at the GS-14 level, you must meet one of the following listed Criteria: Criteria 1 - Graduate Degree and Specialized Experience: Successful completion of a graduate level degree or higher and three years of progressive specialized experience equivalent to at least the GS-12 grade level. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: performing position classification and position management work involving the interpretation and application of classification standards, laws, regulations, and policies to resolve complex classification or organizational issues and advise management on position or organizational structures. ~OR~ Criteria 2 - Specialized Experience: You must have at least one (1) year of specialized experience equivalent to the GS-13 grade level in federal service that demonstrates HR management knowledge, concepts and principles and the performance of work in one or more of the HR specialty areas. Such experience may be gained in administrative, professional, technical or other responsible work positions in the public (i.e., Government or military) or private sector. Qualifying specialized experience includes: performing position classification and position management work involving the interpretation and application of classification standards, laws, regulations, and policies to resolve complex classification or organizational issues and advise management on position or organizational structures. Experience classifying complex or high-graded positions; conducting position management or organizational reviews; advising management on reorganizations, restructurings, position design, or classification alternatives; making FLSA determinations; conducting classification and FLSA appeals; interpreting and implementing new or revised OPM classification standards or Government wide requirements; developing and interpreting classification policies, procedures, or guidance; resolving sensitive or precedent-setting classification issues; or providing technical guidance, training, or quality review to HR specialists and managers. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: Resume must include job title and employer name, number of hours worked per week, start and end dates (including month and year), list of duties and responsibilities for each position held. In addition, if the experience was a federal position, you must list series and grade for each position held. Failure to include this information may result in an ineligible rating. A full year of work is considered to be 40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
