Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluate work performance of subordinates and makes recommendations for outstanding performance recognition and/or disciplinary action. Give advice, counsel or instruction to employees on work and administrative matters. Interview candidates for positions within the organization/unit and recommend appointment, promotion or reassignment to such positions. Hear and resolve complaints from employees, refer group grievances and/or more serious unresolved complaints as appropriate. Effect minor disciplinary measures, such as warnings and reprimands, recommend other actions in more serious cases. Identify developmental and training needs of employees, providing or arranging for needed development and training. Initiate ways to improve production, work processes and/or to increase the quality of the work directed. The following are the job specific duties of this position. Adheres to directions for monitoring the techniques, methods, theories, principles, and labor relations concepts to assure optimum utilization of personnel, systems, and HR processes for the accomplishment of all program objectives and phases. Provides leadership in developing and delivering mission-oriented services and strategies; identifies and resolves existing, long-standing, and/or emerging problems and issues; and demonstrates substantive and meaningful involvement with HR personnel and pay processing procedures to improve customer service focus, and concern for meeting the needs of internal and external customers. Provides the full range of personnel management advice, assistance, and related services to management officials and IRS employees on complex issues related to personnel, payroll, the U.S. Government Accountability Office (GAO), Treasury Inspector General for Tax Administration (TIGTA), and Office of Personnel Management (OPM) audits, designated agent, debt management personnel action processing, and benefits. Provides leadership on short and long-range program policies, strategies, and objectives for the implementation of assigned program areas. Establishes wide-spread program objectives and methods to ensure the accurate and timely processing of personnel and pay actions for IRS staff; ensures the agency's mission, goals, and objectives of the IRS and Treasury are met. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below. SPECIALIZED EXPERIENCE IR-06: To be minimally qualified for this position you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualifying for this position your experience must include: Experience with HR principles, personnel actions, and pay processing systems, using current HR best practices, concepts, and methods to implement existing and/or develop new guidance for HR services that meet the business requirements and needs of customers internal and external to IRS. Experience applying a wide variety of HR applications, personnel operating systems, and protocols, including the Guide to Processing Personnel Actions (GPPA), HRConnect, Code of Federal Regulations, Civilian pay and salary policies, Inquiry and Correction (EPIC) System, Payroll/ Personnel Report Generator System (CULP) Report, Suspense Inquiry (SINQ), and History Corrections Update Processing (HCUP). Experience providing the full range of personnel management advice, assistance, and related services to management officials and IRS employees on complex issues related to personnel, compensation, and coordinating and collaborating with internal and external stakeholders in the HR personnel and pay support workforce to resolve problems, issues, and/or address questions related to the work.
