Supervisory Investigative Analyst

This Supervisory Investigative Analyst position is with Office of Inspector General (Department of Health and Human Services) in Phoenix, AZ. This position is located in the Department of Health and Human Services, Office of Inspector General, Office of Investigations. Resumes must be no more than 2-pages in length. Key duties: • Duties included at the GS-14 but are not limited to: Serves as principal assistant to the Director, exercising delegated supervisory and program authority over the FIRST Unit's investigative and analytical operations and acting on the Director's behalf in their absence. Directs the day to day work of assigned analysts providing supervision, guidance, and mentorship; setting priorities; managing competing deliverables; applying project-management principles to track progress and ensure timely, high-quality products. Serves as a focal point and principal OI advisor on current, state of the art analytical techniques, tools, and reporting systems and, as a key specialist, participates with considerable weight in policy determinations affecting the Unit's advanced analytical and investigative methods; continually works to develop the Unit's analytic capability, driving innovative approaches and expert advice across its mission areas. Reviews, analyzes, and prioritizes incoming analytical and investigative support requests, and initiates discussion with Special Agents, ASACs, and SACs to clarify or resolve inconsistencies and ensure requests align with FIRST capabilities and OI priorities. Sets and communicates performance standards, evaluates employee performance through progress reviews and annual appraisals, provides ongoing feedback and development, and addresses performance and conduct issues consistent with OI policy. Provides program and policy direction for the Unit's investigative and analytical work, initiating changes to policies and procedures, and safeguarding the quality and integrity of investigative and analytical products. Leads the Unit's training and professional development program, identifying training needs; planning, directing, and conducting internal and external training and outreach; coordinating joint training programs; recommending employees for training, conferences, and seminars; and supporting the continuing professional development of analysts nationwide. Prepares reports and other documents relating to special studies and projects and makes oral presentations on analytic findings to the Assistant Inspector General and other high-level Department officials. Conducts a wide range of special studies, research and analysis relative to issues of special concern to OI and the Unit and prepares and presents briefings on these subjects. Serves as a liaison and representative for OI, communicating orally and in writing with officials inside and outside the Department and representing OI at workshops, meetings, and conferences. Maintains and applies highly developed functional and technical expertise across the Unit's core capability areas - including Geospatial Information Systems (GIS), financial analysis platforms, and Open-Source Intelligence (OSINT) - and cultivates the necessary working relationships with law enforcement and intelligence partners. Specialized Experience: Applicants MUST meet the below requirements for the GS-14 grade level. Applicants must have 1 year of specialized experience equivalent to the next lower grade level GS-13 in the Federal service, which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: (1) Planning, coordinating, implementing program evaluation; (2) providing advice on investigative activities and reporting systems; and (3) analyzing data and providing response to data requests. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
