This Supervisory Management and Program Analyst position is with Veterans Health Administration (Department of Veterans Affairs) in Phoenix, AZ.
The Incumbent is responsible for providing leadership and business responsibility to further program goals and for all projects carried out by Health Care Identity Management (HC IdM) Team. Develops and implements program improvement strategies, directs, controls, administers, and regulates projects, evaluating or testing of software systems. Determines, monitors and reviews costs, operational budgets, schedules and staffing requirements for HC IdM team.
Key duties:
• Analyzes and evaluates the effectiveness of program operations in meeting established goals and objectives, and recommends improvements to the program manager. Investigates and analyzes business environment to determine changes necessary to improve operational efficiency and effectiveness of HC IdM. Analyzes and evaluates (on a quantitative or qualitative basis) the effectiveness of program operations in meeting established goals and objectives. Has frequent contact with internal and external high ranking managers, supervisors, and technical staff to justify, defend, or negotiate in representing the program. Works with users (internal and external) to identify the need for automation, outline the parameters and characteristics of the system, and to ensure that resulting products meet the needs of users and fulfill requirements. Articulates and communicates to the team the assignment, project, problem to be solved, actionable events, milestones, and/or program issues under review, and deadlines and time frames for completion. Identifies and recommends training objectives related to identity management, and develops outlines, handouts, presentations, and other educational materials for both field staff and national program staff. Performs reviews to identify software and program defects, nonconformance to regulations and standards, unsatisfactory trends and conditions, and correction of factors that contribute to defective work processes or products. Analyzes interrelated issues of effectiveness, efficiency, and productivity of substantive mission-oriented programs. Provides all administrative and technical supervision necessary to guide and manage a staff of employees. Exercises supervisory authorities and responsibilities involving work assignments, ensures assigned staff receive appropriate training, monitors skill/knowledge progression and overall proficiency. Performs the administrative and personnel management functions relative to staff supervised; establishes guidelines and performance expectations for staff, which are clearly communicated through the formal employee performance management system. Conducts work performance critiques; resolves informal complaints and grievances; develops work improvement plans, recommending personnel actions as necessary. Provides advice and counsel to workers related to work and administrative matters; effects disciplinary measures as appropriate. Manages and resolves conflicts, grievances, confrontations, or disagreements in a constructive manner. Work Schedule: Monday-Friday 8:00am-4:30pm Telework: This position may be authorized for ad hoc telework. Telework eligibility will be discussed during the interview process. Ad hoc is defined as occasional, non-recurring telework. Virtual: This position may be authorized for Virtual Work. Virtual Work eligibility is for current VA employees that are already subject to the return to the in-person work mandate in their current position. Definition of Virtual Work: Employee works outside of original hiring duty station at a VA-owned or leased space. Return to Office (RTO): RTO mandates are in effect and selectees will be required to report to in-person work unless they are approved for an exception or an exemption. Qualifications:
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/29/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Identifying and integrating internal and external program issues affecting the person identity management. Developing, implementing, evaluating, and improving processes used to validate and maintain identity data stored within the MPI, and to develop procedures to monitor effectiveness, efficiency, and productivity. Develop and/or provide business guidance for identity management related directives and policy documents, contracts, or other action documents. Developing, implementing, evaluating, and improving processes used to validate and maintain identity data. Review and approve the substance and content of contractor reports and invoices to ensure they are accurate and complete.
