This Supervisory Program Manager (Assistant Director) position is with Department of State Headquarters (Department of State) in Tucson, AZ.
This position is located in a Passport Agency or Center, Directorate of Passport Services, Bureau of Consular Affairs, Department of State. The Directorate of Passport Services and its passport agencies/centers are responsible for providing the American public with the millions of passports applied for each year.
Key duties:
• Assists the Agency Director in all phases of the planning and direction of agency/center programs and operations as well as contributing to the development and implementation of nationwide policy and procedural guidance.
• Serves as an authoritative source for decisions and guidance and actively participates in nationwide strategic program planning for the management of all passport agencies/centers.
• Exercises the full range of supervisory responsibilities and authorities, as delegated by the Agency Director, to ensure that the work of the agency/center is accomplished in a timely, efficient, and effective manner.
• Evaluates administrative regulations, procedures and policy directives to determine applicability throughout the passport agency/center and actively participates in developing, recommending, negotiating, and implementing policies and procedures.
Qualifications:
Applicants must meet all the required qualification requirements described below by the closing date of this announcement. NOTE: Applicants must meet time-in-grade and time after competitive appointment requirements, by the closing date of this announcement. Time-In-Grade Requirements: Federal applicants must have served 52 weeks at the next lower grade to satisfy time-in-grade restrictions, per 5CFR 300, Subpart F. Applicants must have 1 year of specialized experience equivalent to the GS-13 level in the Federal service which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Experience developing new or modified administrative programs policies, regulations, goals, or objectives; Experience advising on administrative laws, policies, regulations, and precedents applicable to the administration of key programs; and Experience planning, directing and coordinating program activities related to passport adjudication, processing, anti-fraud, and acceptance function There is no substitute of education for specialized experience for the GS-14 position. In addition, applicant's experience must also demonstrate that the candidate possesses the following qualities: Ability to assign, review, and supervise the work of others; Objectivity and fairness in judging people on their ability, and situations on the facts and circumstances; Ability to adjust to change, work pressures, or difficult situations without undue stress; Willingness to consider new ideas or divergent points of view; and Capacity to "see the job through."
