This Supervisory Training Specialist position is with Office of the Secretary of the Interior (Department of the Interior) in Phoenix, AZ.
You will serve as a Supervisory Training Specialist with Office of Employee Development with Office of the Secretary of Interior. This is not a remote position, please see duties section for additional information. The Department of the Interior is devoted to protecting and preserving the natural resources of this great nation, including National Parks, Landmarks, and the well-being of communities, including those of Native American, Alaska Natives and affiliated Islanders.
Key duties:
• This position is located within the Department of the Interior, Office of the Secretary (OS), Office of the Assistant Secretary for Policy, Management, and Budget (ASPMB), Office of Employee Development (OED). There are 3 vacant positions within the following branches: LEADERSHIP DEVELOPMENT The Leadership Development Branch provides enterprise-wide direction for DOI's leadership development programs, guiding employees from aspiring supervisors to future SES leaders. It oversees leadership curricula, bureau academies, talent-gap analyses, leadership forums, and cross-bureau communities of practice that strengthen workforce readiness and succession planning. This branch plays a critical role in sustaining DOI's leadership pipeline and advancing modernization efforts through centralized governance and long-term program oversight. DATA SCIENCES, GIS & BUSINESS ACUMEN The Data Sciences, GIS & Business Acumen Branch leads Department-wide training initiatives that strengthen data science capability, GIS expertise, business acumen, AI readiness, and mandatory compliance proficiency. It manages enterprise GIS credential pathways, geospatial and data visualization training, and business capability development while coordinating compliance training across DOI. This branch is essential to supporting workforce modernization, enabling data-driven decision-making, and ensuring unified governance for emerging technology and compliance programs. CONSERVATION MANAGEMENT The Conservation Management Branch guides DOI's conservation training portfolio, ensuring employees have the technical expertise to support conservation science, habitat restoration, endangered species management, and science-based stewardship. It integrates current scientific research, coordinates enterprise conservation efforts, and establishes standardized training governance for mission-critical natural resource responsibilities. This branch sustains the workforce capability needed to meet evolving conservation priorities and uphold DOI's stewardship mission. The official duty station will align with the selectee's current duty station. If applying to "location negotiable after selection", this means that your official duty station will be based off your current DOI official duty station. At the full performance level (GS-14) the major duties of this position include, but are not limited to the following: Responsible for identifying organizational learning needs and translating them into a training strategy. Oversees the lifecycle of training programs from concept through evaluation. Ensures the effective management of human, financial, contractual, and operational resources to support the delivery of high-quality learning and development programs. Ensures high-quality learning experience and customer engagement. Ensures training meets organizational, legal, and quality requirements. The Office of the Secretary has determined that the duties of this position are suitable for telework and may be allowed with supervisory approval. Salary Information Salary will vary based on current duty station and will vary. For the Locality Pay Area of Rest of U.S.: GS-14 (Step 1) $125,776 - (Step 10) $163,514 per annum. For the Locality Pay Area of San Jose-San Francisco-Oakland, CA: GS-15 (Step 1) $157,236 - (Step 10) $197,200 per annum. Qualifications:
Qualifications: All qualifications must be met by the closing date of this announcement - 08/21/2026 - unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the work schedule requirement as the service dates will be reflected. For all other applicants who are not current federal employees, your resume must state either "full-time" (or "40 hours a week") or "part-time" with the number of hours worked per week to ensure proper crediting of specialized experience. Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Minimum Qualification Requirements: To qualify for this position, you must meet the Specialized Experience for the series to which you are applying. Specialized Experience To qualify for the GS-14, you must possess at least one full year of specialized experience equivalent to at least the GS-13 grade level in the Federal service, or comparable experience not gained through Federal service. Specialized experience is experience that equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position to be filled. Specialized experience is defined as demonstrated experience: Developing, managing, and/or leading the implementation of technical, non-technical, supervisory, and/or executive training programs aligned with organizational goals. Leading cross-functional teams, coordinating stakeholders, and/or managing training projects to deliver learning solutions that meet organizational priorities. Creating and/or deploying modern training solutions, including virtual, blended, or technology-enhanced learning, using industry best practices. Assessing program performance and ensuring quality through metrics analysis, reporting, and collaboration with stakeholders to improve learning outcomes. Must meet all to qualify.
