This Systems Program Analyst position is with Veterans Health Administration (Department of Veterans Affairs) in Phoenix, AZ. The Office of Sterile Processing (OSP) is responsible for providing mission critical operational guidance and oversight to Department of Veterans Affairs medical centers and the sterile processing staff on all matters related to the reprocessing of critical and semi-critical reusable medical devices (RMD). The Systems Program Analyst provides project informatics support as part of national automation and process enhancement support to facility SPS services and regional CSPO officers. The Systems Program Analyst duties include, but are not limited to: Providing comprehensive assessment and education through the health care system as it related to process automation, informatics and process enhancement Reviewing statistical studies, technological advances in informatics, industry and regulatory standards in the field of quality control and associated fields related to statistical treatment of experimental or sampled data Coding and preparing data for processing and may analyze archival datasets and processing data for modeling and graphic analysis Designing tests for tool or services and validation procedures and directing/performing product testing activities throughout product lifecycles Supporting national sterile processing data systems through data migration, development, and maintenance of analytical tools and knowledge repositories Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday 8:00AM -4:30PM EST Telework: This position may be authorized for telework. Telework eligibility will be discussed during the interview process. Virtual: This position may be authorized for Virtual Work. Virtual Work eligibility is for current VA employees that are already subject to the return to the in-person work mandate in their current position. Definition of Virtual Work: Employee works outside of original hiring duty station at a VA-owned or leased space. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For a GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. Those who possess such experience may be ranked above those who do not, but will not be rated ineligible solely for failure to possess such KSAs/competencies. Proficiency in designing, developing, and troubleshooting enterprise data and automation solutions using Microsoft Power Platform (Power Automate and Power BI), SharePoint, and large-scale database or data management tools. You may qualify based on your experience as described below: GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Supporting the development and deployment of dashboards, digital reporting tools, and workflow automations; Designing and conducting studies using statistical, quantitative, and qualitative analytical techniques to develop recommendations for leadership; and Evaluating, recommending, and implementing analytical software, automation tools, and database solutions that improve national-level reporting, data retrieval efficiency, and program performance measurement. GS-13 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Independently designing and implementing analytical reporting systems and databases to retrieve, integrate, and display statistical information from VA enterprise data sources (such as the Corporate Data Warehouse); Developing data-driven analytical reports, presentations, white papers, and other written products that communicate complex quantitative and qualitative findings for diverse audiences; and Managing SharePoint site collections and subsites, including permissions, backups, restores, patching, and governance compliance.
