Telecommunications Specialist

This Telecommunications Specialist position is with Forest Service (Department of Agriculture) in Phoenix, AZ. This position is located within the Forest Service's Chief Information Office (CIO).CIO manages IT infrastructure, applications, and information resources across the agency. The incumbent serves as agency expert in telecommunications, supporting key program areas and delivering customer-focused solutions that strengthen service-wide communication capabilities. For additional information about the duties of this position, please contact Yana Patton at 530-226-2779, yana.patton@usda.gov Key duties: • Manages the national Law Enforcement and Investigations land mobile radio (LMR) system, ensuring secure, reliable, and compliant communications capabilities for mission-critical operations. • Develops long-range programmatic strategies, policies, and technical guidance for sustaining and enhancing encrypted P25 law enforcement radio networks and multi-agency communication plans. • Coordinates multi-agency radio communication efforts, agreements, and resource-sharing to support nationwide law enforcement activities and interoperability requirements. • Analyzes complex LMR system performance, coverage, security, and operational needs to diagnose issues, optimize system configurations, and ensure adherence to information assurance policies. • Provides expert consultation to leadership and stakeholders on radio communications policy, system design, and enterprise-level telecommunications decisions affecting national law enforcement operations. Provide course descriptions as necessary. Specialized Experience Requirement: For the GS-13: You must have one year specialized experience equivalent to the GS-12 in the Federal service. Specialized experience is defined as three or more of the following: Manages national Law Enforcement and Investigations LMR systems by developing strategies for system sustainment and providing expert guidance on policy and network requirements; and/or Develops and implements secure digital P25 and encrypted communication plans that support multi-agency law enforcement operations; and/or Plans, analyzes, and optimizes LMR infrastructure to ensure reliable and secure mission-critical communications for law enforcement personnel; and/or Resolves radio interference issues, conducts coverage assessments, and applies strict information security practices to safeguard sensitive communications; and/or Provides expert consultation in determining radio communications policy and establishes departmental views, positions, and recommendations concerning frequency management to support nationwide law enforcement communication needs.
