Telecommunications Specialist

This Telecommunications Specialist position is with Forest Service (Department of Agriculture) in Phoenix, AZ. This position is located with the Chief Information Office. The incumbent serves as a Telecommunications Specialist (Frequency Management) with Land Mobile Radio (LMR) systems and managing frequencies that pertain or support those systems. For additional information about the duties of this position, please contact Tim Woodson at 503-894-1242 or timothy.woodson@usda.gov Key duties: • Planning, developing, and managing one or more substantive national telecommunication system or program. • Coordinating frequencies with partner organizations in support of fire suppression or incident support. • Coordinating with others to meet objectives when there are problems securing cooperation. • Establishing priorities based on expert knowledge of radio and frequency management programs, policies, and procedures. • Coordinating, reviewing, and providing technical guidance and advice in Land Mobile Radio (LMR) systems for High Frequency (HF), Very High Frequency (VHF), Ultra High Frequency (UHF), Microwave, Satellite, Seismic, and telemetry systems. Provide course descriptions as necessary. Specialized Experience Requirement: For the GS-0391-12: You must have one year specialized experience equivalent to the GS-11 in the Federal service. Specialized experience is defined as two or more of the following: providing guidance and advice in the development of policies, procedures and standardization of documents that pertain to telecommunication systems and frequency management; and/or validating all current radio frequency authorizations for accuracy and compliance with policy; and/or managing and coordinating of frequencies with partners in supporting fire suppression and incident. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
