This Training Specialist position is with Veterans Health Administration (Department of Veterans Affairs) in Phoenix, AZ.
The Office of Sterile Processing (OSP) is responsible for providing mission critical operational guidance and oversight to Department of Veterans Affairs medical centers and the sterile processing staff on all matters related to the reprocessing of critical and semi-critical reusable medical devices. This position provides support and operational control of education policies, programs, and training for internal and external customers and leads a program-wide committee on education affairs.

The Training Specialist duties include, but are not limited to: Leading education and training efforts for both the program office and VHA sterile processing services (SPS) Serving as OSP's consultant for education and training requests and link into national and local educational activities Serving as organization's primary education specialist, providing coordination and integration in delivering cost effective, customer driven training, education and staff career development Managing training requests and ensuring internal approval/tracking mechanisms are in place Identifying, researching and advocating for the resources needed to provide or enhance the learning experience using HRO targeted principles as a framework Promotion Potential: The selectee may be promoted to the full performance level without further competition when all regulatory, qualification, and performance requirements are met. Selection at a lower grade level does not guarantee promotion to the full performance level. Work Schedule: Monday - Friday 8:00AM -4:30PM EST Telework: This position may be authorized for telework. Virtual Work eligibility is for current VA employees that are already subject to the return to the in-person work mandate in their current position. Qualifications:
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 10/13/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-12 position you must have served 52 weeks at the GS-11. For the GS-13 position you must have served 52 weeks at the GS-12. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. This position's IOR is: Education: To qualify for the Training Instruction Series, you must possess an Undergraduate and Graduate Education in education or a subject area related to the position to be filled. OR, Specialized Experience: Experience that demonstrated a practical knowledge of the subject area of the position and of the methods and techniques of instruction. Examples of qualifying specialized experience include: Teaching or instructing in an adult education program, secondary school, college, military installation, or industrial establishment in the appropriate field(s). Supervising or administering a training program. Development or review of training/course materials, aids, devices, etc., and evaluation of training results. Work in the occupation or subject-matter field of the position to be filled that required training or instructing others on a regular basis. You must also qualify based on your experience as described below: GS-12 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-11 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Assisting with developing courses and training materials for a Program or Facility; Coordinating logistics for education program/project activities such as meetings and training sessions; and Experience designing and measuring the impact of education and training, training and development models, curriculum development, adult learning theory and/or instructional design, training needs, assessment gap analysis. GS-13 Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-12 in the normal line of progression for the occupation in the organization.
