This Transmission Asset Planning Manager position is with Western Area Power Administration (Department of Energy) in Phoenix, AZ.
This position is part of the WAPA-DSW-Desert Southwest. As a Transmission Asset Planning Manager, you will direct planning, lifecycle management, providing technical expertise, and strategic development of regional transmission infrastructure.
Key duties:
• As a Transmission Asset Planning Manager, you will: - Serves as a technical authority for high-voltage power facility maintenance and construction. - Serve as a key policy advisor for the Regional Senior Executive Team for both long- and short-range strategic planning to support the overall agency mission. - Manage the resources and staff allocated to the office by assigning and reviewing work, determining training needs, recommending or selecting employees and contractors, administering discipline, and evaluating staff performance.
Qualifications:
SPECIALIZED EXPERIENCE REQUIREMENTS: A qualified candidate's online application and resume must demonstrate at least one year of specialized experience equivalent to the next lower grade (GS-13). Specialized experience for this position is defined as meeting at least three (3) of the following: - Maintain the capital investment plan, determine the business merits, business case analysis, provide recommendations to management, and/or monitor the implementation of power facilities, transformers/transmissions, and/or power construction projects. - Manage and/or oversee the use of maintenance management systems such as MAXIMO, etc. - Oversee performance of contracting officer representative duties for architectural, engineering, other technical services contracts in support of maintenance and/or construction projects. - Establish annual and multi-year goals and assist in work plans for the work directed for the office. Time-in-Grade: Current career or career-conditional GS employees of the Federal government, or former career or career-conditional GS employees, who have a break in service of less than one year, are required to meet the time-in-grade restriction of one year of Federal experience at the next lower grade, with few exceptions outlined in 5 CFR 300.603(b). Note: Time-In-Grade requirements also apply to current career or career-conditional federal employees applying for a Veterans Employment Opportunities Act of 1998 (VEOA) appointment.
