Veterinary Medical Officer (Critical Issues Specialist)

This Veterinary Medical Officer (Critical Issues Specialist) position is with Animal and Plant Health Inspection Service (Department of Agriculture) in Phoenix, AZ. This position is located within Animal and Plant Health Inspection Service (APHIS), Veterinary Services (VS), Office of the Deputy Administrator (ODA). The incumbent is responsible for providing comprehensive, innovative scientific analysis of governance policy for procedures and products of the analytic function in VS. Key duties: • The duties may include, but are not limited to: • Participates with top other top Program and Agency officials in administering the vital and critical animal and plant health and inspection programs, including active emergency programs. • Works with new, ongoing and emerging program Agency activities which attract national and international media, congressional, state and local government, agriculture industry, and public attention. • Responsible for developing and promoting the Program, Agency and Mission Area’s mission-orientated priorities related to animal and plant health. • Provides leadership and advice during unprecedented project-oriented assignments which impact core programs and operations. • Investigates and reports on issues and initiatives of animal health importance to the VS ODA and APHIS stakeholders. • Participates with key executives and program officials in formulating process and timeframes of projects and initiatives to ensure that critical information is provided to key officials. Qualifications: Applicants must meet all qualifications and eligibility requirements by the closing date of the announcement, including specialized experience and/or education, as defined below. TIME-IN-GRADE: Current federal employees applying for a promotion opportunity must meet time-in-grade (TIG) requirement of 52 weeks of service at the next lower grade level in the normal line of progression for the position being filled. All applicants must meet the Basic Requirement outlined in the Education section below. FOR THE GS-15 LEVEL: Applicants must have one year of specialized experience (equivalent to the GS-14 level) that may have been obtained in the private or public (local, county, state, Federal) sectors which demonstrates: Leading and coordinating complex, high-impact animal health programs or projects, including emergency response initiatives, with national visibility. Developing and implementing innovative policies or strategies by analyzing emerging and persistent issues affecting animal health, regulatory compliance, and stakeholder interests. Building and sustaining partnerships across federal agencies, state governments, industry, or international stakeholders to advance program goals and resolve critical issues. Note: There is no education substitution for this grade level. TRANSCRIPTS are required. This position requires specific coursework or a degree in a specific field to be basically qualified. this education must have been successfully completed and obtained from an accredited school, college or university.
