This Aviation Safety Inspector, Air Carrier Maintenance position is with Federal Aviation Administration (Department of Transportation) in Scottsdale, AZ. The incumbent is an Aviation Safety Inspector (Maintenance) assigned to the Air Carrier Safety Assurance (ACSA), Standardization Office. The position requires global expertise in regulatory oversight of a variety of air carrier aircraft types and in FAA policies, procedures, and systems related to certification, surveillance, evaluation, and investigation, and utilizes systems such as the Safety Management System and the Safety Assurance System. Key duties: • The Aviation Safety Inspector (ASI) is recognized as a subject matter expert responsible for numerous complex assignments under the minimal direction of the manager. Represents Executive and Senior Leadership on various working groups, acting as a principal specialist in the collaboration and development of new and innovative approaches, and defines and directs challenging projects. Incumbent works with all levels of management (including Executives) to ensure sound management strategies and solutions are established and maintained. The incumbent independently plans time and identifies, plans, and organizes available resources to accomplish work. The ASI directs aviation safety strategies, executes key decisions, and authors comprehensive briefings to communicate safety enhancements to both executive and field personnel. Serves as the leadership representative on working groups, building relationships, and partnering with multiple lines of business across Flight Standards, designated to modify or create new policy or procedures impacting safety oversight and certificate management within ACSA. The incumbent will apply experience and proficient knowledge of policies impacting Air Carriers and Field Offices by executing the directives into actionable operations. This position communicates program and policy objectives and identifies approaches to implement standardization across ACSA. The incumbent independently plans time and organizes work products to meet the needs of the organization. Represents leadership as a member of various and diverse Aviation Safety Working Groups to assist in the development and implementation of national management strategies. These efforts include, but are not limited to, providing technical support in the issuance of Part 119 Management deviations, advisory circular, notice, or updates to guidance. These duties include reviewing and evaluating, on a continuing basis, established rules and regulations related to assigned technical programs to ensure that they have kept pace with the needs to which they were established and that they are still reasonable, necessary, and adequate. Recommend proposals to executive leadership and established working groups, new or amended rules, regulations, or other regulatory material, and the discontinuance of rules and regulations no longer considered necessary. Serves as the leadership delegate to Industry, Government, and International Organizations participating in national and international working groups and panels with other organization elements of the agency, or other government agencies, the International Civil Aviation Organization (ICAO), and industry representatives for the purpose of resolving complex and controversial problems having a direct influence on the safety of assigned technical programs operations, facilities, and equipment. As a leadership liaison, engages with internal and external stakeholders to promote safety, understanding, and compliance related to assigned programs. Develop formal briefings and alternative educational methods to deliver critical information to Flight Standards and other affected organizations in a timely manner. Prepares a variety of correspondence to other organizations within Flight Standards, the aviation industry, other governmental agencies, Members of Congress, and the general public, much of which is highly technical and of high priority. Assures that correspondence is properly coordinated and that it is technically and grammatically accurate, clear and concise, and that its tone and content reflect the philosophy, policies, and objectives of Flight Standards and the FAA. The supervisor provides administrative and policy guidance for assignments in line with the agency's broad objectives and resources. The employee is responsible for a significant program or project and independently plans, organizes, and carries out the work. Additionally, can perform other duties as assigned by the Supervisor. Qualifications: General Requirements for All Positions: Not more than two separate incidents involving Federal aviation regulations violations in the last 5 years; Valid State driver's license; Fluency in the English language; No chemical dependencies or drug abuse that could interfere with job performance; and High school diploma or equivalent. Medical Requirements for All Positions: Applicants must be physically able to perform the duties of the Aviation Safety Inspector position in a safe and efficient manner, and must meet all of the following requirements: Have good distant vision in each eye and be able to read printed materials the size of typewritten characters (glasses and contact lenses permitted) without strain; Have the ability to hear the conversational voice (hearing aid permitted); Not have any physical condition that would cause them to be a hazard to themselves or others or that would interfere with their ability to fly as passengers in a variety of aircraft. In addition, applicants for positions that require participation in the operation of aircraft must: Possess a valid second-class medical certificate in accordance with Federal Aviation Agency (FAA) regulations; and Pass recurrent medical examinations as prescribed by the FAA. Applicants not requiring valid second-class medical certificates who are tentatively selected will be required to: Provide documentation from a board-certified physician certifying that they meet the minimal medical requirements; or Individuals who do not meet the minimum medical requirements but who are otherwise qualified will receive an individualized assessment to determine whether they can perform the essential functions of the position. When the predominant work involves air carrier maintenance applicants for Aviation Safety Inspector (Maintenance) positions must meet all of the following requirements: Experience involving the maintenance and repair of airframes, power plants, and systems of multi-engine aircraft of more than 12,500 pounds maximum certificated takeoff weight maintained under an airworthiness maintenance and inspection program. Aircraft maintenance experience in a repair station; air carrier or airline repair facility; military repair facility; or local, state, or Federal governmental agency. Experience involving the maintenance and repair of airframes, power plants, and aircraft systems with responsibility for certifying airworthiness. Aircraft maintenance work experience within the last 3 years. FAA Mechanic Certificate with airframe and power plant ratings. Specialized Experience: To qualify for this position you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG/GS-13 level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position. Specialized Experience includes analyzing aviation safety programs to ensure compliance with federal and agency regulations, programs, procedures, and safety standards governing air operations.
