Division Deputy Director

This Division Deputy Director position is with Centers for Medicare & Medicaid Services (Department of Health and Human Services) in Phoenix, AZ. This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicaid and CHIP Services (CMCS), Division of State Coverage Programs (DSCP). As a Supervisory Health Insurance Specialist (Division Deputy Director), GS-0107-14, you will lead division staff and projects, establish policies, and provide programmatic oversight for CHIP (Children's Health Insurance Program) and BHP (Basic Health Program). Key duties: • Assigns work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. • Interviews candidates for positions, recommending appointments, promotion, or reassignment to such positions. • Establishes policies, provides programmatic oversight and technical assistance for BHP, including the review and approval of BHP blueprints. • Directs project teams to ensure project management, quality management, performance, risk and issue management are integrated within the program and closely followed. • Serves as a technical expert and provides sound advice to the Director and CMCS leadership, as well as internal and external stakeholders as it relates to the programmatic oversight and policy guidance for CHIP and BHP. In order to qualify for the GS-14, you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: Leading teams responsible for resolving Children's Health Insurance Program (CHIP) or Basic Health Program (BHP) policy issues; Coordinating with state and national stakeholders to ensure timely and effective delivery of program services; and Developing Medicaid, CHIP, or BHP technical documents such as policy analyses, status reports, briefing papers, and policy recommendations. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
