Health Insurance Specialist

This Health Insurance Specialist position is with Centers for Medicare & Medicaid Services (Department of Health and Human Services) in Phoenix, AZ. This position is located in the Department of Health & Human Services (HHS), Centers for Medicare & Medicaid Services (CMS), Center for Medicaid and CHIP Services (CMCS). As a Health Insurance Specialist, GS-0107-14, you will serve as a Technical Director, providing technical and analytical support for Medicaid section 1115 demonstrations and conducting policy analyses and special studies. Key duties: • Leads the development, review, and oversight of Medicaid and CHIP section 1115 demonstrations. • Analyzes Medicaid policy, program, and financial issues, including budget neutrality and health care delivery and payment reforms. • Provides technical assistance and policy guidance to states on demonstration proposals, implementation, and performance. • Leads cross-functional projects, studies, and teams addressing significant Medicaid program and operational issues. • Prepares briefings, reports, issue papers, and correspondence, and represent CMS with federal, state, and external stakeholders. In order to qualify for the GS-14 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: 1) Providing technical guidance on policies pertaining to Medicaid Section 1115 demonstrations; 2) Overseeing projects and assisting project officers to enhance program advancements in support of the organization's mission; and 3) Creating technical written documents (such as health policy statements, special terms and conditions, evaluation summaries) to inform decision making about policy design, implementation, or compliance. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment.
