This Health Insurance Specialist (Medicaid Home & Community-Based Services Technical Lead) position is with Centers for Medicare & Medicaid Services (Department of Health and Human Services) in Phoenix, AZ. As a Health Insurance Specialist (Medicaid Home & Community-Based Services Technical Lead), GS-0107-14, you will serve as a policy expert, advising analysts and teams on home and community-based services to enhance Medicaid program efficiency and effectiveness. Key duties: • Serves as the division’s technical authority and advisor on Medicaid home and community-based services (HCBS) policy for state plans and waivers, including Section 71121 waivers under WFTC legislation, and long-term services and supports (LTSS). • Evaluates the effectiveness of existing policies and reviews new policy and legislative initiatives for potential impact on Medicaid home and community-based services. • Provides expert and authoritative advice and guidance in the evaluation of proposed, modified, or new legislation and regulations to assess impact on Medicaid home and community-based services (HCBS). • Serves as an ad hoc team/project leader or expert resource for division or inter-component teams involved in projects. In order to qualify for the GS-14 , you must meet the following: You must demonstrate in your resume at least one year (52 weeks) of qualifying specialized experience equivalent to the GS-13 grade level in the Federal government, obtained in either the private or public sector, to include: 1. Developing program policy for Medicaid home and community-based services (HCBS); 2. Providing technical direction to staff, states, or stakeholders implementing HCBS programs; and 3. Preparing briefing documents, analytical reports, or guidelines for program management. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge, and skills, and can provide valuable training and experience that translates directly to paid employment.
