Investigative Analyst

This Investigative Analyst position is with Office of Inspector General (Department of Health and Human Services) in Phoenix, AZ. This position is located in the Department of Health and Human Services, Office of Inspector General, Office of Investigations, Investigations Branch. Resumes must be no more than 2-pages in length. Duty location will be at a current OIG Regional or Field Office upon selection. The salary for this position will be adjusted based on the duty location. Key duties: • Duties included at the GS-11/12 but are not limited to: Serves as an investigative analyst providing support with respect to the operation, maintenance, and enhancement of OI management information systems, including all its sub-systems, production, and distribution of manual that describes in layman's terms all aspects of the system. Conducts investigative analysis in support of complex health care fraud investigations, including reviewing complaint allegations, synthesizing program and claims data, identifying fraud, waste, and abuse trends, and providing analytic findings that inform investigative strategy and decision-making. Preparing reports and other documents relating to special projects and analysis focused on FIRST requests. Utilizing a computerized system that analyzes and displays geographically referenced and publicly available information; employing software products for financial analysis related to multifaceted investigations; and the analysis and visualization of healthcare claims data. Supports the operation, maintenance, and enhancement of OI management information systems, recognizes and recommends improvements for system deficiencies or vulnerabilities, and develops user guides. Revises administrative and procedural guidelines, ensures consistency in management and administration nationwide, and coordinates policies with OI, OIG, DHHS, and other agencies. Facilitates participation between federal, state, and local agencies in projects where programs interrelate or overlap, arranging for OI's involvement in health and welfare initiatives. Develops content for inclusion in testimony and speeches presented by the Inspector General and prepares briefing materials for managers. Manages user access, coordinates training, resets passwords, and provides administrative oversight to ensure effective use of investigative research systems. Processes OI-related Freedom of Information Act (FOIA) requests. Qualifications: Applicants must meet all the qualification requirements, including education, and any selective placement factors described below within 30 days of the closing date of this announcement. Applicants must have 1 year of specialized experience equivalent to the next lower grade level in the Federal service which provided the applicant with the knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: Minimum Qualification Requirements For the GS-11: Applicants must have one year of specialized experience, equivalent to the GS-9 grade level in the Federal service, which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience must demonstrate the following: (1) Conducts research and analyzes data to identify fraud, waste, and abuse trends in health programs; (2) Supports and maintains investigative information systems, including preparing reports and user guides; (3) Assists in developing and maintaining guidelines, training, research protocols, and resource compendia for Management Implication Reports (MIR), advisory information and Fraud Alerts (FA). OR Possess Ph.D. or equivalent doctoral degree. OR 3 full years of progressively higher level graduate education leading to such a degree or LL.M., if related. OR A combination of graduate level education and specialized experience as described above which can be combined to equal one year. To compute this, first determine your total qualifying experience as a percentage of the experience required. (For example, 6 months of professional experience equals 50% of the experience requirement.) Then, determine your graduate education as a percentage of the education required under B above. (For example, 9 semester hours of creditable graduate work equals 50% of the education required.) Add the two percentages together. The total must equal at least 100 percent to qualify. The first 18 semester hours may not be credited towards specialized experience. NOTE: Applicants must submit supporting transcripts if any part of qualifications is based on education. Minimum Qualification Requirements For the GS-12: Applicant must have one year of specialized experience, equivalent to the GS-11 grade level in the Federal service, which provided the applicant with the particular knowledge, skills and abilities to perform the duties of the position. Qualifying specialized experience demonstrates the following: (1) Conducts comprehensive reviews and analyses of complex complaint allegations and information to identify fraud, waste, and abuse trends in health programs; (2) Revises and maintains investigative information systems and administrative guidelines, ensuring consistency and recommending improvements for nationwide operations; (3) Prepares responses to Congressional inquiries and processes Freedom of Information Act (FOIA) requests, including reviewing case files and coordinating with field offices. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience.
