This LEAD LEGAL ADMINSTRATIVE SPECIALIST position is with Risk Management Agency (Department of Agriculture) in Phoenix, AZ.
This position is located in the Risk Management Agency (RMA), Deputy Administrator for Compliance, Administrative Review Team. Location negotiable upon selection. This is a Bargaining Unit position. For Washington, DC this is an AFSCME Bargaining Unit position. For Kansas City. MO and Raleigh, NC this is a NTEU Bargaining Unit position.
Key duties:
• Provide expert advice and counsel in leading a team of legal administrative specialists.
• Oversee legal analysis, reviews of National Appeals Division decisions, FOIA requests, and related legal matters.
• Serve as the primary expert on appeals and sanctions action; in analysis and review of decisions of NAD Hearing Officers; in the review of proposed administrative sanction cases.
• Performs or oversees onsite investigation of cases likely to be litigated or pending litigation.
• Develop and maintain effective liaison with representatives of internal and external stakeholders.
Qualifications:

Specialized Experience Requirement For the GS-14 grade level: You must have one year of specialized experience equivalent to the GS-13 grade level in federal service or comparable experience not gained through federal service. Specialized experience is defined as: Serving as a primary expert in reviewing new or proposed legislation and planning of risk management programs. Evaluating the proposed legislation in terms of its foreseeable effect on RMA programs, policies, procedures, and regulations. Serving as primary expert on appeals and sanctions actions; reviews program appeals and proposed sanction actions, including suspension and debarment, avoidance, and civil penalties. Conducting expert legal analysis of records, facts, evidence, and questions of law or other applicable laws relating to compliance reviews. Maintaining current knowledge to answer questions from external and internal stakeholders on procedures, policies, directive, etc. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional, philanthropic, religious, spiritual, community, student, social). Volunteer work helps build critical competencies and can provide valuable training and experience that translates directly to paid employment.
