This Management and Program Analyst position is with Citizenship and Immigration Services (Department of Homeland Security) in Phoenix, AZ. Protect your homeland and defend your culture. As an Management and Program Analyst, you will develop new, or recommend changes to, existing issuances and directive to improve the efficiency and effectiveness of the program office. Key duties: • The responsibilities described are for the full performance level. At developmental grade levels, assignments will be of more limited scope performed with less independence, and limited complexity. • Coordinates a variety of inter-agency projects and tasks that are critical to advancing USCIS programs; • Develops and evaluates policies and recommends actions to achieve program objectives and improvements; • Supports the implementation and coordination of a variety of initiatives impacting the E-Verify Program, Systematic Alien Verification for Entitlements (SAVE) Program, Status Verification Operations Branch, and Data Analytics and Performance Branch; • Supports Division activities associated with strategic planning, mission and operations analysis, and policy development; • Compile, analyze, and summarize information for incorporation into final reports and presentation to key stakeholders; • Coordinates various studies, working groups, and testing of new business systems. Qualifications: The qualifications for this position must be met by 11:59 PM (Eastern Time) on 09/21/2026. Current Federal employees must have served 52 weeks at the lower grade or equivalent grade band in the Federal service. The Time-in-Grade requirement must be met by 11:59 PM (Eastern Time) on 09/21/2026. GS-12: You qualify at the GS-12 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-11 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the majority of the following duties: Conducting studies, analyzing findings, and making recommendations on program operations; Preparing and presenting findings to upper level management; Researching and investigating new or improved business practices to determine the impact on program operations; Providing technical assistance through gathering data, advising on regulation and/or policy, and support to management on a variety of matters relating to program operations. GS-13: You qualify at the GS-13 level if you possess one (1) year of specialized experience, which is equivalent to at least the GS-12 level in the federal government, that equipped you with the skills needed to successfully perform the duties of the position. You must have experience performing the majority of the following duties: Establishing and carrying out specific action plans for accomplishing short and long term goals and objectives; Participating in the development and monitoring studies involving performance measurement data to evaluate the effectiveness of operations and recommend improvements in program administration; Participating in the development and execution of projects and studies that address challenging topics involving a variety of internal and external stakeholders; Managing projects and initiatives, and leading project teams.
