PROGRAM MANAGEMENT SPECIALIST (DIVING OPERATIONS)

The primary purpose of this position is to function as a Program Specialist of military diving and Maritimes systems program for an Air Combat Command (ACC) Formal Training Unit (FTU), providing detailed analysis, oversight and management of diving/maritime systems operations, maintenance and procedures for a globally dispersed Air Force (AF) Pararescue force. Key duties: • Provides complex program management and support services in the areas of dive and maritime equipment, training and operations. Manages world-wide ACC AFSPECWAR dive/maritime equipment systems maintenance and reporting programs. Maintains diving and maritime equipment/systems. Provides formal and informal training to include over-the-shoulder, classroom, demonstration, one-on-one, and spontaneous training. Qualifications: Condition of Employment (Cont.): Employee may be assigned tasks in addition to position description. Employee may be required to perform as a role player or asa support entity during training scenarios at the Commander or Deputy Commander's request. Functions include but are not limited todriving equipment and personnel in GOV to training or designated location, boat master, assisting in setting up or recovering traininglanes, providing subject matter expertise or contractor officer duties, recovery of items from training locations on land and waterduring day and night, washing and hanging parachutes, malfunction officer, drop zone officer, and/or rigger checks. In order to qualify, you must meet the specialized experience requirements described in the Office of Personnel Management (OPM) Qualification Standards for General Schedule Positions, Administrative and Management Positions. SPECIALIZED EXPERIENCE: Applicants must have at least one (1) year of specialized experience at the next lower grade GS-09, or equivalent in other pay systems. Examples of specialized experience includes: (1) mastery knowledge and qualifications of a US Navy Master Diver with experience in US Navy dive operations and the operation/maintenance of DoD approved underwater breathing equipment, support systems, recompression chambers, small marine watercraft/engines, marine hydraulic systems; (2) mastery knowledge of a wide range of maintenance concepts, principles, and practices for specific open/closed circuit diving equipment, SCUBA equipment, high pressure gas systems, high altitude oxygen systems, and other related Special Tactics maritime systems and equipment; (3) mastery knowledge of and familiarity with applicable DoD, USN, USAF, USSOCOM, and AFSOC military diving, operations and/or safety directives, regulations, practices, and procedures. This includes the Material Safety Data Sheet (MSDS) and hazardous material program; (4) mastery knowledge and skill in load preparation/rigging, and/or conducting parachute/swimmer/diver recovery methods and procedures. Skill in analyzing and interpreting engineering drawings, technical manuals, and technical data; and, identifying and analyzing complex technical problems and developing innovative solutions; (5) specialized practical and theoretical knowledge of a comprehensive range of maintenance concepts, principles, and practices related to systems and equipment used in AFSPECWAR diving and maritime tactical/training operations including those that have complex technical requirements and require extensive specialized training and experience. OR EDUCATION: Ph.D. or equivalent doctoral degree or 3 years of progressively higher level graduate education leading to a Ph.D. degree or LL.M., if related. OR COMBINATION OF EXPERIENCE AND EDUCATION: A combination of education and experience may be used to qualify for this position as long as the computed percentage of the requirements is at least 100%. NOTE: You must submit a copy of transcripts FEDERAL TIME-IN-GRADE (TIG) REQUIREMENT FOR GENERAL SCHEDULE (GS) POSITIONS: Merit promotion applicants must meet applicable time-in­-grade requirements to be considered eligible. One year at the GS-09 level is required to meet the time-in-grade requirements for the GS-11 level. TIG applies if you are in a current GS position or held a GS position within the previous 52 weeks. NOTE: Applicants applying as VEOA candidates who are current GS civil service employees or are prior GS civil service employees within the past 52 weeks must also meet time-in-grade requirements. KNOWLEDGE, SKILLS AND ABILITIES (KSAs): Your qualifications will be evaluated on the basis of your level of knowledge, skills, abilities and/or competencies in the following areas: 1. Skill in analyzing and interpreting engineering drawings, technical manuals, and technical data; and, identifying and analyzing complex technical problems and developing innovative solutions. 5. Ability to develop and conduct training to ensure proper operation/maintenance of assigned systems/equipment. 6. Ability to communicate well, both orally and in writing, to include skill in providing technical advice and direction in the form of briefings, reports, and written recommendations to leadership and users. Certification in new recovery systems such as ARTEMIS PRO. PART-TIME OR UNPAID EXPERIENCE: Credit will be given for appropriate unpaid and or part-time work.
