This Special Operations Program Director (Supervisory Auditor) position is with Alcohol and Tobacco Tax and Trade Bureau (Department of the Treasury) in Phoenix, AZ. Key duties: • This position is located at Alcohol and Tobacco Tax and Trade Bureau (TTB),Assistant Administrator - Field Operations - Tax Audit Division. As a Special Operations Program Director (Supervisory Auditor), you will: Manage and direct the operations of the Forensics and Analysis Office (FAO). Performs the full range of managerial duties for the TAD FAO. Prepares and approves employee performance evaluations, and recommendations for promotions and awards. Provide overall leadership to all employees in the office, conduct employee counseling, provides mentoring, review work assignments of subordinates, advise employees of their progress, resolve grievances and or complaints, and initiate civil and criminal case referrals in appropriate cases. Lead and coordinate forensic audit support for complex enforcement operations that cross Bureau components and may involve other government agencies. This primarily includes assignments relating to TTB's Diversion programs in areas such as criminal tax evasion, tax fraud and civil National Response Team (NRT) activities. Network with other Federal and state agencies and foreign governments relating to alcohol, tobacco and firearms diversion and coordinating with TAD and other areas of TTB to facilitate TAD's participation in criminal diversion cases. Present forensic audit results for diversion cases within TTB and to other interested agencies and US Attorney's Offices. Manage TAD's development of advanced data analytics that result in field assignment and assessment referrals. This includes assisting TAD staff in answering objectives related to complex and challenging audits, investigations, and to identify targets relating to potential revenue and fraud risk. Advanced data analytic work also includes joint development and coordination with TTB's Office of Analytics and Intelligence Division. Manage TAD's support for advanced data analysis technical inquiries of the bureau, including analysis of proposed legislative and regulatory changes, Departmental inquiries and other bureau wide initiatives. Lead TAD's efforts to provide field expertise to consult on a variety of issues and topics focused on the acquisition and conversion of computerized data, and the use of data analysis tools, techniques, and methodologies to all levels of TAD and TTB. Lead TAD's FAO support for inquiries of the bureau, including analysis of proposed legislative and regulatory changes, Departmental inquiries and other bureau wide initiatives. Qualifications: You must meet the following requirements by the closing date of this announcement. Specialized Experience for the GS-14, you must have one year (full 52 weeks) of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience for this position is defined as: - Regularly planning and performing forensic audit support for complex enforcement operations, as well as, preparing written products which are used in the development of the criminal prosecution; AND - Regularly planning and performing development of advanced data analytics and support for advanced data analysis technical inquiries; AND - Experience communicating both orally and in writing at multiple agency levels. In addition to the above requirements, you must meet the following time-in-grade requirement, if applicable: For the GS-14, you must have been at the GS-13 level for 52 weeks.
