This Supervisory Criminal Investigator position is with Office of the Inspector General (Department of Commerce) in Phoenix, AZ. We are seeking highly motivated professionals to join our team. Key duties: • This position is located at the Department of Commerce OIG, Office of Investigations. As an Assistant Special Agent in Charge (ASAC), you will perform the following duties: Manages investigative activities by reviewing case files for adherence to OIG policies, organizational performance goals, management directives, timeliness, and applicable laws as well as accuracy and thoroughness. Supervises the proper use and execution of investigative techniques to effectively and efficiently resolve cases. Resolves issues impeding the successful completion of investigations and programs. Provides direct first line supervision to the HQ Investigative Services Unit. Develops policy and standard operating procedures for staff and provide advice and instruction to employees on technical and administrative matters. Identifies and recommends ways to improve production and increase the quality of investigative work and establishes deadlines and priorities for major projects. Reviews work products and counsels on work improvement. Identifies both formal and informal developmental and training needs for employees. Conducts on-the-job training and assigns work as appropriate to develop specific skill sets in each subordinate. Works with subordinates to develop Individual Development Plans. Writes position descriptions and participates in the selection, assignment, and promotion of subordinate personnel. Assists program leadership in all phases of full cycle recruiting from job fairs, initial sourcing and screening through offer negotiations, placement and onboarding. Supports investigative team efforts resulting in, criminal prosecutions, civil recoveries, suspensions, debarments, contractual remedies, employee disciplinary actions, changes to Department policies and procedures, and/or the exoneration of subjects. Coordinates with senior officials on various investigative matters. Ensures all investigative programs are being managed appropriately. Ensures all investigative resources, databases, and equipment are being managed appropriately. Qualifications: The experience may have been gained in either the public, private sector or volunteer service. One year of experience refers to full-time work; part-time work is considered on a prorated basis. Age Requirement: Incumbents selected for Criminal Investigator positions are covered under special law enforcement provisions. This requires that applicants not exceed the maximum age for entry. The date immediately preceding an applicants 37th birthday is the final date for selection. The age restriction does not apply to preference eligible veterans or if you served in a Federal civilian (not military) law enforcement officer (FLEO) position covered by special civil service retirement provisions, including early or mandatory retirement. AND Medical Requirements: The duties of positions in this series require moderate to arduous physical exertion involving walking and standing, use of firearms, and exposure to inclement weather. Manual dexterity with comparatively free motion of finger, wrist, elbow, shoulder, hip, and knee joints is required. Arms, hands, legs, and feet must be sufficiently intact and functioning in order that applicants may perform the duties satisfactorily. Sufficiently good vision in each eye, with or without correction, is required to perform the duties satisfactorily. Near vision, corrective lenses permitted, must be sufficient to read printed material the size of typewritten characters. Hearing loss, as measured by an audiometer, must not exceed 35 decibels at 1000, 2000, and 3000 Hz levels. Since the duties of these positions are exacting and responsible, and involve activities under trying conditions, applicants must possess emotional and mental stability. Any physical condition that would cause the applicant to be a hazard to him/her, or others is disqualifying. AND Specialized experience is one full year of experience at the GS-13 level, or equivalent that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position as an Assistant Special Agent In Charge, including: Provide guidance and instructions to subordinate investigators within the ISU and to investigative operation personnel as necessary. Ensuring compliance with laws, regulations, and agency policies. Exercise administrative and personnel management authorities or responsibilities for subordinate staff. Provide supervisory oversight of personnel who conduct investigative programs, forensic accounting, database management, FOIA, case file deconfliction, Administer the case management system, ensure compliance with mandatory agency reporting requirements, and support FY budgeting for OI needs. In addition to the above requirements, you must meet the following time-in-grade requirement: For the GS-14, you must have been at the GS-13 level for 52 weeks.
