Supervisory Data Scientist

This Supervisory Data Scientist position is with National Institutes of Health (Department of Health and Human Services) in Phoenix, AZ. The incumbent is responsible for formulating, planning, directing, and evaluating broad NIH-wide or trans-Institute program objectives, policies, and activities for a portfolio of national recognized research projects, research programs and other grants/awards, cooperative agreements, and/or contracts, including the discovery, development, and evaluation of scientific areas critical for eventual prevention and therapeutic strategies. Key duties: • Provides policy, procedural, and technical guidance on matters related to advancing the use of data-driven and knowledge-based approaches to support program evaluation, portfolio analysis, and strategic reporting. • Establishes priorities and strategic directions for the Office, including the development of short- and long-range plans related to portfolio analysis, program evaluation, science policy analysis, and data reporting activities. • Directs a major program with the attendant policymaking and budgetary authorities, to include the allocation of scarce resources among major competitive programs or areas of study. • Uses specialized training and experience and knowledge of current advances and developments in their field to organize efforts to initiate pioneering programs and to resolve critical issues involving national policies. • Develops policies and plans for strengthening agency and national programs of scientific and public urgency. • Serves as Senior Program/Project Officer to develop, coordinate, and administer grants, cooperative agreements, and contracts established to fulfill the mission of the Institute. Qualifications: Basic Requirements: To qualify for a Data Scientist, GS-1560 position, you must have a bachelor's degree, or graduate/higher level degree with a major study in mathematics, statistics, computer science, data science, or a field that is directly related to the position; OR, a combination of education (at least 30 semester hours) and additional appropriate/related experience that is the equivalent to a major in mathematics, statistics, computer science, data science or a field directly related to the position. All education, unless completed outside of the U.S., must be from an educational program from an accrediting body recognized by the U.S. Department of Education at the time the education was completed. Additional Requirements: In addition, in order to qualify for this position at the GS-14 level, you must have at least one year of specialized experience at or equivalent to the GS-13 level in the Federal service, obtained in either the private or public sector performing the following types of tasks: 1) Implementing data science strategies to support biomedical research programs and its initiatives; 2) Providing guidance to management officials and program staff on data science techniques and methodologies; 3) Coordinating data science aspects of research program planning and forecasting; and 4) Interpreting research portfolio data to develop materials used in reporting to leadership.
