This Supervisory Human Resources Specialist (AHL Branch Manager) position is with Federal Aviation Administration (Department of Transportation) in Buckeye, AZ.
Serves as a Branch Manager under the Employee Relations Division (AHL-100). This announcement is open for two separate positions in the following branches, Management Inquiries (AHL-110) and Performance Management (AHL-120). These positions will be subject to the AHR reorganization and duties may be subject to change.
Key duties:
• Branch Manager, Management Inquiries (AHL-110): Serves as the Management Inquiries Branch Manager. Responsible for the development of the new Management Inquires Team and the required Governance and administration. Experience leading contract negotiations and impact bargaining, administering complex collective bargaining agreements, coordinating the resolution of grievances and unfair labor practice charges, and advising management on disciplinary actions and performance improvement plans to protect organizational interests. Branch Manager, Performance Management (AHL-120): Serves as the Performance Management Branch Manager. Responsible for providing strategic and operational leadership for the development, governance, administration, and execution of the Federal Aviation Administration's (FAA) agency wide. Manages the end-to-end program lifecycle, including establishing program content, setting governance frameworks, and managing organizational timelines for more than 45,000 employees. Leads the intersection of performance management and labor relations across the agency. This includes spearheading impact bargaining and contract negotiations with labor unions regarding performance metrics, administering complex collective bargaining agreements (CBAs), coordinating the resolution of performance-related grievances and unfair labor practice (ULP) charges, and advising management on defensible disciplinary actions and Performance Improvement Plans (PIPs) to protect the agency's operational and organizational interests.
Qualifications:
To qualify for this position, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I, FG-13 level. This experience is typically related to the line of work of the position to be filled and which has equipped the applicant with the particular knowledge, skills, and abilities to successfully perform the duties of the position. To be creditable, specialized experience must have been at least equivalent to the next lower level in the normal line of progression for the occupation in the organization. SPECIALIZED EXPERIENCE INCLUDES: Experience leading contract negotiations and impact bargaining, administering complex collective bargaining agreements, coordinating the resolution of grievances and unfair labor practice charges, and advising management on disciplinary actions and performance improvement plans to protect organizational interests.
