This Supervisory Human Resources Specialist (Branch Manager) position is with Federal Aviation Administration (Department of Transportation) in Buckeye, AZ.
Serves as the Branch Manager under the Organizational Services Division (AHD-200). The three positions include the Learning and Delivery and Operations (AHD-210), Workforce Readiness (AHD-220), and Organizational Leadership Branches (AHD-230). These positions will be subject to the AHR reorganization and duties may be subject to change.
Key duties:
• Branch Manager, Learning Delivery and Operations: Provides enterprise operational leadership for the delivery and administration of Federal Aviation Administration (FAA) learning programs. This includes direct oversight of scheduling, enrollment, student services, learning technology systems, compliance tracking, multi-million dollar training budgets, and procurement/contracts. The manager leads a team of technical and administrative experts to ensure that learning programs are delivered in an efficient, compliant, and highly customer-focused manner, supporting the overall mission of the Learning and Leadership Development Division. Branch Manager, Workforce Readiness: Responsible for providing strategic and operational leadership to a team of training specialists and employee development experts. The manager directs the design, implementation, evaluation, and continuous modernization of the Federal Aviation Administration's (FAA) core workforce readiness portfolio, which includes the foundational AHR Academy, non-supervisory training, pre-supervisory preparation tracks, and comprehensive manager development programs. This role ensures the alignment of skill-building initiatives with broader agency workforce transformation goals to attract, develop, and retain top talent across the FAA. Branch Manager, Organizational Leadership: Provides strategic and operational leadership to design, coordinate, and manage FAA enterprise-wide leadership development programs. These high-impact initiatives prepare high-potential employees, managers, and executives for increasingly complex leadership responsibilities. Additionally, the manager oversees executive candidate development pipelines, establishes program governance, directs a team of leadership development technical experts, and collaborates across offices to drive agency-wide Workforce Transformation initiatives.
Qualifications:
To qualify for this position at the FV-J (FG/GS-14) level, you must demonstrate in your application that you possess at least one year of specialized experience equivalent to the FV-I (FG/GS-13) level. Specialized experience is experience that has equipped you with the particular knowledge, skills, and abilities to perform successfully the duties of the position, and that is typically in or related to the work of the position being filled. To be creditable, specialized experience must have been equivalent to at least the next lower level in normal line of progression for the occupation in the organization. Specialized experience includes: Overseeing complex training delivery operations for a large organization, including coordinating course delivery, learning management systems, student services, program resources, budgets or contracts, and/or evaluating operational performance to improve training delivery; Designing, overseeing, or evaluating complex employee training and development programs, including conducting needs or competency assessments, developing curricula or instructional strategies, and/or implementing learning solutions to address organizational skill or performance gaps; OR Designing, overseeing, or evaluating complex leadership or management development programs, including assessing leadership competencies or skill gaps, developing strategic learning solutions, and/or advising management on leadership development, talent development, or workforce development initiatives.
