This Supervisory Program Specialist position is with Office of the Chief Human Capital Officer (Department of Veterans Affairs) in Chandler, AZ.
This position located in the Human Capital Service Center (HCSC), VA Human Resources and Administration (HR&A), Department of Veterans Affairs (VA). HCSC is a human capital organization with a department wide focus on VA talent development. HCSC functions in coordinating and collaborative role to maximize all Department human capital and employee development resources for its customers.
Key duties:
• Under the guidance of the HCSC Directorates, the incumbent partners with HRA leadership and the strategy champions to define and execute a robust Human Capital Management Strategy. Conducts internal reviews to maintain expert knowledge in world class Human Capital management practices and policy. Identifies and tracks measures and trends to determine overall effectiveness of Human Capital management initiatives (of assigned areas) to support the strategic objectives. Develops and maintains positive working relationships including strategy champions and agency senior leadership. Works as part of a core team to integrate various HC solutions. Conducts design, development and implementation activities to support talent identification, assessment, and engagement. Provides managers with the tools, techniques and processes to identify and develop highpotential and other employees. Formulates strategy and sets direction for assigned areas of Human Capital management programs that are consistent with business goals. Qualifications:
To qualify for this position, applicants must meet all requirements by the closing date of this announcement, 09/04/2026. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-14 position you must have served 52 weeks at the GS-13. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. In this instance, you must provide an additional SF-50 that clearly demonstrates one-year time-in-grade. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-13 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Specialized experience is defined as experience in developing leadership development program resource needs, preparing high-level briefing papers, and developing enterprise-level leadership development program related documents Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Direct and coordinate the work of professional and technical staff (GS-11/13 level) engaged in strategic planning, talent management, and performance culture initiatives, ensuring quality, timeliness, and regulatory compliance. Formulate and execute Human Capital Management strategy, including development of enterprise-level budgets, business plans, and performance metrics used to evaluate program effectiveness and drive process improvements. Serve as Contracting Officer's Representative (COR) for business contracts tied to program initiatives, exercising authority and responsibilities as defined in the FAR, VAAR, and applicable VA directives. Represent HCSC/HR&A leadership in high-level engagements with agency senior officials, congressional staff, and other Federal/private-sector counterparts, requiring sound judgment and independent action on complex, often precedent-setting Human Capital issues.
