Supervisory Program Specialist

This Supervisory Program Specialist position is with Office of the Chief Human Capital Officer (Department of Veterans Affairs) in Phoenix, AZ. This position is located in the Human Capital Services Center (HCSC), VA Human Resources and Administration (HR&A), Department of Veterans Affairs (VA). HCSC is a human capital organization with a departmentwide focus on VA talent development. HSCC functions in a coordinating and collaborative role to maximize all Department educational resources for its customers. Key duties: • HCSC supports continuing and emerging VA customer requirements while delivering best-in-class human capital (HC) services and capabilities to VA's Administrations and Staff Offices, allowing them to focus on delivering worldclass benefits and services to Veterans and eligible beneficiaries. HCSC provides products and services, including learning management, employee accountability, internships and learning content to nearly 600,000 VA employees, contractors, volunteers and academic affiliates. Major Duties Include: Directs the activities involved with quality management and compliance protocols, including developing and implementing both long and shortrange plans; planning and managing human and monetary resources; developing program strategies, policy, and procedures; determining which projects to initiate, drop, or revise; and determining need and time to change emphasis in current programs. In addition, directs the activities of customer satisfaction research studies in conjunction with the lines of business. Conducts and provides quantitative and qualitative analyses and suggests other possible analytical methods to provide insight for senior level decision makers. Defines new program requirements and needs based upon consideration of such factors as the impact of social, economic, and other conditions/trends, as well as the potential or actual effect of final or proposed legislative action. Identifies actual or potential problem areas, trends, significant program accomplishments, merit and deficiency situations, areas of imbalance, or other factors. Based on analyses and evaluation of these factors, presents conclusions, and recommends appropriate changes to the objectives. The recommendations are used in ensuring efficiency, economy, and balance in them development and execution of the operating programs. Makes necessary adjustments to resource utilization to correct deficiencies. Assists in providing overall continuity in program operations to ensure commitments to and from project sponsors are met and project execution achieved. Implements controls to assure charges to projects reflect commitments to sponsor on cost, quality, and schedules. Conducts periodic program review and analysis briefings to compare progress with objectives and established milestones. Ensures that appropriate methods are used for securing and developing data through benchmarking processes, onsite surveys, and discussions with operating officials, legislative directives, policies, plans, reports, schedules, records, and similar sources. Ensures that reports generated by the staff are accurate, routinely generated, and made available to appropriate users within established due dates. Develops implementation plans for activation of associated projects, assuring logistical and cost benefit issues are fully addressed. Work Schedule: Monday - Friday, 8:00am - 4:30pm Compressed/Flexible: May be available at Manager's discretion. Telework: May be authorized in accordance with agency policy. Return to Office (RTO): RTO mandates are in affect and selectees will be required to report to in person work unless they have an approved exemption already in place. Time-In-Grade Requirement: Applicants who are current Federal employees and have held a GS grade any time in the past 52 weeks must also meet time-in-grade requirements by the closing date of this announcement. For a GS-15 position you must have served 52 weeks at the GS-14. The grade may have been in any occupation, but must have been held in the Federal service. An SF-50 that shows your time-in-grade eligibility must be submitted with your application materials. If the most recent SF-50 has an effective date within the past year, it may not clearly demonstrate you possess one-year time-in-grade, as required by the announcement. You may qualify based on your experience as described below: Specialized Experience: You must have one year of specialized experience equivalent to at least the next lower grade GS-14 in the normal line of progression for the occupation in the organization. Examples of specialized experience would typically include, but are not limited to: Conducting formal and informal presentations, as required, to internal and external stakeholders, senior leaders and others on learning and talent management activities. Conducting and providing quantitative and qualitative analyses and suggests other possible analytical methods to provide insight for senior level decision makers. Oversees all phases of integration and coordination within established time frames, and maintains corporate goals and objectives, consistent with commitments and policy, as well as measurable performance criteria. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religions; spiritual; community; student; social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment. You will receive credit for all qualifying experience, including volunteer experience. Note: Resume must include job title and employer name, number of hours worked per week, start and end dates (including month and year), list of duties and responsibilities for each position held. In addition, if the experience was a federal position, you must list series and grade for each position held. Failure to include this information may result in an ineligible rating. A full year of work is considered to be 40 hours of work per week. Part-time experience will be credited on the basis of time actually spent in appropriate activities.
