Supervisory Review Appraiser

This Supervisory Review Appraiser position is with Office of the Secretary of the Interior (Department of the Interior) in Phoenix, AZ. You will serve as a Supervisory Review Appraiser with the Department of the Interior (DOI) AVSO. One position will be located in Anchorage, Alaska (non-negotiable). One position will be located in Lakewood, Colorado OR align with the selectee's current official DOI duty station if applying to "location negotiable after selection". The salary listed in the announcement is at the Rest of the United States (RUS) level. The geographical locality pay will be determined at the time of selection. Key duties: • This is a Merit Promotion announcement for career and career conditional AVSO employees, Career Transition eligibles (CTAP), and those who are eligible under the hiring paths listed above. Refer to Required Documents section for more information. Some of the major duties you will perform include but are not limited to the following: Supervises a team of appraisers within a regional office. Responsible for appraisals, appraisal reviews, and valuation consultations within the approval authority recommended by the Regional Director and delegated by the Chief Appraiser. Serves as a Contracting Officer's Representative (COR) including preparing contract specifications, evaluation of appraisers' qualifications, and participating in pre-contract conferences. Serves as liaison to appraisal clients, landowners, Tribes, and/or allottees, the Contracting Officer (CO), and the contract appraisers. Assists in developing and maintaining a cadre of qualified appraisers, including mentoring, planning, and executing the activities of the appraisal program for staff and client(s) within the Region. Responsible for client outreach, education and coordination at the regional and local levels. Qualifications: All qualifications must be met by the closing date of this announcement - 09/07/2026-unless otherwise stated in this vacancy announcement. Competitive candidates must also meet Time-in-Grade requirements as defined in 5 CFR 300, Subpart F. For current Federal employees, if hours worked per week are not included on your resume, you must submit a non-award SF-50 as part of your application to be used to validate your work schedule and determine the amount of specialized experience that you will be granted. An award SF-50 will not be acceptable documentation for which to consider your amount of qualifying experience. For periods of time that reflect military service, the DD-214 or Statement of Service is sufficient to meet the work schedule requirement as the service dates will be reflected. Selective Placement Factors: This position requires a special qualification that has been determined to be essential to perform the duties and will be used as a screen out element. If you do not provide evidence that you possess the following selective factor(s), you will be rated not qualified. 1) Must possess current General Real Property Appraiser Certification in at least one state whose certification standards comply with the minimum Federal standards for general appraiser certification in compliance with Title XI of the Financial Institution Reform, Recovery, and Enforcement Act of 1989 (FIRREA). Applicant must provide a copy of your current certificate with your application in order to be considered. 2) Must hold a professional appraisal designation or accreditation that requires classroom training in appraisal practice and experience requirements approved by the Appraiser Qualifications Board, as well as a demonstration appraisal report or appraisal review report, and a comprehensive qualifying examination complying with DOI policy. To qualify at the GS-14 level you must meet the following: Specialized Experience: Applicants must possess one (1) full year of specialized experience at or equivalent to the GS-13 level equivalent in difficulty and complexity to perform the duties of a Supervisory Review Appraiser. Qualifying specialized experience includes: reviewing appraisals of unique property types and complex appraisal problems; supervising staff in multiple locations and leading teams; drafting policy and documents implementing Department or Bureau standards and laws; communicating controversial or complex policies and standards to a variety of audiences, both verbally and in written formats; and developing and implementing budget processes, annual work plans, and out-year planning.
