If this vacancy includes more than one grade and you are selected at a lower grade level, you will have the opportunity to learn to perform these duties and receive training to help you grow in this position. Serves as a senior technical advisor and recognized technical authority for financial management programs supporting Facilities Management and Security Services (FMSS). Independently plans, develops, and coordinates complex nationwide financial management studies, initiatives, and projects involving one or more functional areas such as budget formulation and execution, financial planning, reimbursable agreements, interagency transactions, financial operations, resource management, financial systems, internal controls, occupancy financial management, procurement funding, business intelligence, financial analytics, or other mission-support activities. Leads the development, implementation, and continuous improvement of financial reporting, business intelligence, analytical methodologies, performance measures, forecasting models, dashboards, and other decision-support capabilities for FMSS. Serves as a technical advisor for assigned financial management strategic initiatives, and organizational priorities. Experience may have been gained in the public sector, private sector or through Volunteer Service. One year of experience refers to full-time work; part-timework is considered on a prorated basis. You must meet the following requirements by the closing date of this announcement. SPECIALIZED EXPERIENCE GS-14: To be eligible for this position, you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the GS-13 grade level in the Federal service. Specialized experience includes: Experience performing financial management analyses and studies to evaluate financial performance, resource utilization, internal controls, organizational effectiveness, and long-range financial requirements. Experience analyzing financial and operational information from enterprise systems to identify trends, assess financial risks, evaluate performance, and develop recommendations supporting management decisions. Experience interpreting and applying Federal financial management requirements, including laws, regulations, financial management standards, Treasury directives, and Office of Management and Budget guidance, to assess compliance and recommend implementation approaches. Experience planning and coordinating financial management projects and studies, including defining scope, establishing milestones, selecting analytical methods, and coordinating work across organizational components. Experience evaluating financial management processes and controls to identify deficiencies, assessing organizational impacts, and recommending improvements that strengthen financial stewardship and operational effectiveness.
