REVIEW THE ADDITIONAL INFORMATION BELOW FOR FURTHER DETAILS Key duties: • General Manager Duties: As a Front Line Manager you will: Plan work to be accomplished by subordinates, sets and adjusts short-term priorities and prepares schedules for completion of work. Assign work to subordinates based on priorities, selective consideration of the difficulty and requirements of assignments, and the capabilities of employees. Evaluate work performance of subordinates and makes recommendations for outstanding performance recognition and/or disciplinary action. Give advice, counsel or instruction to employees on work and administrative matters. Interview candidates for positions within the organization/unit and recommend appointment, promotion or reassignment to such positions. Hear and resolve complaints from employees, refer group grievances and/or more serious unresolved complaints as appropriate. Effect minor disciplinary measures, such as warnings and reprimands, recommend other actions in more serious cases. Identify developmental and training needs of employees, providing or arranging for needed development and training. Initiate ways to improve production, work processes and/or to increase the quality of the work directed. The following are the job specific duties of this position. Supervises a staff of subordinates and subordinate first-level supervisors responsible for contributing to the mission of the assigned Human Resources program. Work involves developing, formulating, implementing, and assessing the effectiveness of HR functions within the assigned area. Incumbent continuously monitors work to ensure that processes and functions are carried out in an efficient manner which is consistent with guidance. Provides leadership on short and long-range policies, strategies, and objectives for the implementation of program segments within the incumbent's assigned areas. Briefs senior/ executive management on the status of goals and objectives of program and project responsibilities of the HR function assigned. Deals with others as needed to promote effectiveness and productivity. Develops and delivers mission-oriented services and strategies; identifies and resolves existing, longstanding or emerging problems and issues; and demonstrates substantive and meaningful involvement with processes to improve customer service focus, and concern for meeting the needs of internal and external customers. QUALIFICATION REQUIREMENTS: To qualify for this position, you must meet the qualification requirements outlined below: SPECIALIZED EXPERIENCE IR-05: To be minimally qualified for this position you must have one (1) year of specialized experience at a level of difficulty and responsibility equivalent to the next lower level within the payband or GS grade in the normal line of progression in the Federal service that demonstrates the required managerial skills and technical competence required to perform the job. To be qualifying for this position your experience must include: Experience applying management principles, techniques, methods, theories, and concepts in order to lead or manage a group or team of subordinate employees. Experience identifying the objectives, strategies, and program goals of a Human Resources (HR) function or organization to provide and assess program deliverables relative to the broader objectives of the organization. Experience managing projects or programs including planning short-term and long-term goals, defining resources needed, monitoring progress, and evaluating the effectiveness of a variety of HR programs. Experience applying communicative techniques to facilitate discussions with internal and external stakeholders, provide guidance and direction to employees, and advise management in such areas as staffing, recruiting, position management, labor/employee relations, compensation and awards, performance management, learning, education and/or career management.
